Texas Border Partnership  The FHWA Division took the lead to develop and organize the State of Texas Border Partnership working group in FY  Purpose of the Border Partnership was to address FHWA Strategic Plan goals regarding ‘global connectivity’ and complete objectives in the FY 2004 Unit Performance Work Plan for the Texas Division Office.

Texas Border Partnership  Agencies invited to be charter members and participate included the following stakeholders: –Federal Motor Carrier Division (State of Texas); –Texas DOT (Administration, Motor Carrier Division, Vehicle Titles & Registration, Transportation Planning & Programming, International Affairs, Maintenance, Traffic Analysis, ITS Traffic Operations, Systems Planning, Multi-Modal Section, District Field Offices); –Texas Transportation Institute (Texas A&M); Center for Transportation Research (University of Texas- Austin); and the University of Texas (San Antonio);

Texas Border Partnership  Other Major Stakeholders Include: –Department of Homeland Security (DHS); –U.S. Customs (Port Directors); –GSA (Fort Worth, TX); –Border MPOs (including: El Paso, Laredo, Brownsville, Hidalgo, Harlingen MPOs);

Texas Border Partnership  Other Major Stakeholders Include: –FHWA District Engineer (Co-Chairperson); –FHWA International Transportation Program Engineer; –FHWA Area Engineers (Border Districts- Pharr, Laredo, El Paso); –FHWA Office of Freight Management and Operations –Two U.S. Senator Office Representatives; –Bureau of Transportation Statistics (BTS); –Texas Department of Public Safety (DPS).

Texas Border Partnership  A formal kickoff meeting and official charter signing was initiated on December 18,  A second meeting was held on March 10, 2004 (National Security Issues Related to International Border Planning)  A third meeting was held on June 18, 2004 (University Research and TxDOT & MPO Border Planning Initiatives)

Texas Border Partnership  NEXT STEPS: –New TEA-21 Reauthorization (Regulation, Policies, and Programs Related to Freight and Border Planning); –Establishing a Freight Coordinator at the State Level (TxDOT Multi-Modal Section); –Continuing Freight and Border Planning Dialogue (Monitor Status of Current and Future Border Planning Studies and Implementation of Border Safety Inspection Facilities)

Texas Border Partnership  NEXT STEPS: –Develop a Long-Term Strategic Plan; –Identify Specific Freight and Border Performance Measures; –Liaison with the Border Trade Advisory Committee (Texas Legislature); –Develop RFP for Texas Border Improvement Program (Similar to the JWC ‘Bottleneck Study’) To Eliminate Travel Time Delays (Improve Geometrics and Traffic Operations).
