Prioritization of Climate Change Adaptation in National Planning and Coordination at Regional level and with MEAs Bangladesh Country Experience

Key Questions  A. What are the process and mechanism available for making adaptation as a national priority and coordinating with others (regional level and MEAs).  B. What are the challenges Bangladesh facing for making (i) adaptation as priority for inclusion in the National Planning, (ii) coordination with MEAs and at Regional level  C. What are linkages between current mechanism (s) and advancing NAP.

A. What are the process and mechanism available for making adaptation as a national priority and coordinating with others (regional level and MEAs).  Bangladesh prepared NAPA in 2005 (revised in 2009) - identified 38 adaptation measures covering 8 thematic areas. From 38 identified adaptation measures, 16 projects have been further developed for implementation - CCA first emerged - prioritization was done -coastal zone and storm surge management was primary priority  Bangladesh Climate Change strategy and Action Plan, 2009 (6 themes, 44 programmes, 154 actions) - now appear as the guiding document  Planning Commission prepared National Sustainable Development Strategy, 2013, Perspective Plan ( ) where CC issues are emphasized/integrated .

 Still allocation of funds on the basis of prioritization is to be implemented.  Political process dominates. Hope that NAP would do it.  Regional level cooperation in Adaptation is essential specially for water sector and disaster management.  Some discussion at SAARC level for coordination going on. Also discussion going on with neighboring countries for regional collaboration.  On MEAs: - we need coordination at national level. - Bangladesh participates in CoPs and other meetings but we need to develop links with CC. - CBD, CCD, and conventions related to agriculture are important.

B. What are the challenges Bangladesh facing for making (i) adaptation as priority for inclusion in the National Planning, (ii) coordination with MEAs and at Regional level  Inter sectoral, inter departmental/agency/ministry coordination and cooperation. This is national level problem.  Committees on CC have been set up but those need to be activated. (e.g. National Steering Committee on CC, headed by Minister, MoEF)  Require attention from higher echelon of political masters.

C. What are linkages between current mechanism (s) and advancing NAP  Current Mechanisms 1. National Steering Committee on CC exists which needs to be activated. 2. Exist M & E System which needs to be strengthened 3. Minister/agencies are comfortable with project level detail up. NAP should go down to that level and recommend implementing mechanism by incorporating into agency with cooperation/coordination.
