2 For Bangladesh activities to support Adaptation requires urgent attention as adverse impacts of Climate Change like Floods/Flash Floods, Cyclones and Storm Surges, Salinity Intrusion, Extreme Temperature and Drought are already being felt in the country.

3  Several National Plans have been developed so far to address climate change: NAPA was formed in 2005 and updated in 2009 BCCSAP was developed in 2009  Other National Plans are also recognizing the concerns as major cross- country issue. e.g. NSDS, 6 th Five Year Plan & Strategic Plan, etc.

4 The NAP preparation process is about to start in Bangladesh. The following points, based on experiences of actions/projects so far, are highlighted for consideration while the implementation strategy is worked out: 1. We roughly know the interventions that will possibly be recommended under the NAP. Prioritization of interventions /action, based on agreed approaches, e.g. Life saving, food security, etc. receive due attention.

5 2. Need Financial support. Government’s own Trust Fund and Donor’s Resilience Fund is utterly small against the actual requirement. Requirement of funding agencies should be given importance at planning stage. 3. Need effective utilization of resources. GOB has done Climate Public Expenditure and Institutional Review (CPEIR) to find out ways and means to ensure appropriate solutions are taken on board.

6 4. Need to ensure Transparency, Accountability and inclusiveness in implementation of Adaptation actions and spending of funds. 5. Develop Result Framework and set some indicator for monitoring. BCCRF Secretariat is now working on Result Framework for BCCRF projects. Strong monitoring mechanism should be in place. 6. Towards sustainability of projects, involvement of beneficiaries (co-management) may be ensured. Introduction of participatory monitoring mechanism may be approached.

7 7. Need strong coordinating mechanism among the institutions/agencies responsible implementation of various components of the NAP. 9. Strong integration among key ministries like MoEF, Planning Commission ( including IMED) and Finance will ensure avoiding duplication and no-so-urgent projects. 10. NAP should be an open ended process and updated at regular interval (instead of revising totally). 11. Set up a high level committee supported by a Team of Experts for continuous guidance.
