NJ’s DIESEL DEVELOPMENTS Philadelphia Diesel Difference Meeting Peg Hanna

NJ’s Diesel Risk Reduction Law

Diesel Risk Reduction Law zSigned by Governor 9/8/05 zFocuses on diesel particulate emissions zRequires and funds engine and tailpipe retrofits on 40,000 diesel vehicles zRequires cleaner fuel zStrengthens anti idling enforcement

Benefits z600 tons PM reduction z150 premature deaths avoided zup to $1.4 billion in economic savings

Process zNJDEP prescribes reduction levels zVehicle owners submit fleet plan. zInstallation verified at annual inspection and random audits by NJDEP. zReimbursement, as per ballot question

Ballot Question zFunding source is reallocation of existing CBT for 10 years. About $14 mil per yr. zNo retrofits required unless funding available. zIdling and bus study move forward regardless

School Buses zInstall closed crankcase technology. zDEP perform study to determine if tailpipe controls also necessary.

Ultra Low Sulfur Diesel zOn-roads must use by October 15, 2006 zDEP conduct hearing to determine feasibility of requiring non-roads to use in January 2007 zSignificant env benefits to early phase-in.

Timeline zAdopt regulations in 9 months. zCrankcase on school buses within 15 months of regulations. zStudy re: school bus tailpipe controls within 2 years. zRegulated vehicles phased in: garbage trucks, NJ Transit, private transit, then publicly owned.
