Background  BCC Workshop – 9/23/14 – Presented existing retrofit policy – Presented information on a proposed retrofit project near Wekiwa Springs where a state grant covers 75% of total cost including utilities capital charges – BCC expressed concerns regarding similar projects where grants do not cover capital charges – BCC directed staff to amend the county code to allow the Board to waive capital charges under similar circumstances 4

Current Retrofit Policy  Retrofit policy was established in 2002 with the following goals: – To address desire by citizens to connect to our central water and wastewater systems – To address potential or existing health hazards – To improve the quality of life of our citizens – To promote economic development of older subdivisions 10

Current Retrofit Policy  Addresses projects requested by residents  Limits OCU funding to transmission and distribution infrastructure for low and medium income subdivisions  Property owners cover all other costs – CDBG funding available for low income homes – 10-year MSBU available for all homes  Implementation: Community meeting, ballots mailed, 67% YES required 11

Amendment to Retrofit Policy  Septic Tank and Private Well Projects Policy – When federal or state grants cover at least 75% of the total project cost – BCC may authorize Utilities to fund up to 25% of the total project cost – BCC may waive water and/or wastewater capital charges for single family residential parcels as part of the 25% contribution to the total project cost  Requires ordinance to revise Chapter 37 of the Orange County Code 13

Action Requested  Approval of the ordinance amending Chapter 37, Orange County Code 18
