Psychological Operations Capabilities to deliver PSYOP messages and/or be the message. Navy forward presence provides access for Strategic/Operational/Tactical influence campaigns to shape the “pre” and “post” conflict environment and the battlespace. Navy PSYOP can support unique JFMCC requirements (MIO/GWOT/etc.) Minimum investments embeds capability in Naval Operating forces to develop and disseminate PSYOP messages A finite niche investment to further Naval missions!

Navy IO Career Force Vision: Develop and maintain a competent force of personnel with the requisite knowledge, skills and abilities to plan and execute Naval IO. Educate the entire Navy workforce on IO. Embed IO training throughout the Navy: Accession Training to Flag Training Develop IO Career Force for the Fleet. Consisting of IO planners and Capability Specialists Employ SEA WARRIOR initiatives Build on Mission Area Analysis and Job Task Analysis to match billets, people, and training; to identify gaps in requirements, training, and education. Building the Art of Information Warfare!

Assessing a Warfare Area Measuring IO effects is challenging. How do you know how much IO is “enough” in Ops or in the budget? Real time operational assessments of IO activities are necessary for Commanders. No standard method to quantify non-kinetic effects IO BDA tools and Combat Assessment needed MOE needed for future investment. Models and metrics struggle to adequately evaluate ‘influence’ & other pre and post conflict IO capabilities to quantify ROI. A finite niche investment to further Naval missions!

Capabilities to create the Information Advantage! Summary IO is maturing as a maritime warfare area. Navy committed to top-down, joint constructs. Continue to refine right strategy, tactics and capabilities for maritime roles and missions. Capabilities to create the Information Advantage!
