2 Criticality of Spectrum
UNCLASSIFIED Criticality of Spectrum Control of the spectrum is a strategic capability; necessary for every conflict in the foreseeable future. Adversaries will exploit our gaps in spectrum and EW operations, technology, and training. EW proponency across DoD is distributed through multiple organizations across the services. A healthy and joint EW capability is vital to U.S. warfighters. It always has and will continue to save lives. 7-month effort Discovered that paygrade level of EW interest and expertise varied widely between aviation, surface, subsurface and expeditionary communities Aviation – Up through O-6 Surface – Generally up to E-9 with some LDOs Subsurface – Generally left to DIRSUP personnel Expeditionary – Generally up to E-8/9 ISO RIVRONs and SEALs The Team was chartered to determine the current state of Navy EW and provide a recommendation for how NNWC should proceed in its role as the OA for EW To accomplish this the Team used the first half of a strategic planning framework that is a combination of Industry best practices This positions NNWC to use the EW Study results as part of a longer-term strategic planning/roadmapping effort (either on its own or with the assistance of the EW Study Team).
