Ending Slavery, A Goal of the War Abraham Lincoln was an abolitionist, but he felt that it was unconstitutional to end slavery. But, he declared ending slavery would become a goal of the war. He felt it was a tactic to undermine the Confederates strength. This decision inspired many African- Americans to fight for the Union.

Emancipation Proclamation President Lincoln issued the Emancipation Proclamation on August, The Proclamation stated that all slaves were to be freed, including in the south. However, the south did not consider themselves a part of the U.S, so none of the southern slaves were freed. The Proclamation also allowed African-Americans to fight for the Union.

Reconstruction In December 1863 Lincoln proposed the Ten- Percent Plan. It allowed southern states to make their own laws only if 10% of southerners from each state swore an oath of loyalty to the U.S Republicans feared that the plan would allow slavery. Republicans pushed the Wade-Davis Bill, which was not as lenient to the south.

Reconstruction cont. The Wade-Davis Bill would require the majority of citizens in each southern state to declare loyalty to the U.S, just like the Ten-Percent Plan Former Confederate soldiers no longer allowed to vote, or hold office in the government. The bill was vetoed by Lincoln.

Criteria/My Answer Ethics Preserving The Union. Effectiveness Help win the war Reaction 1. Ending slavery becoming a goal of the war, it was ethical, effective, helped win the war, and had a positive reaction. 2. Reconstruction, it was ethical, helped preserve the union, and had a positive reaction. 3. Emancipation Proclamation, although the ethics were great, it was not effective.
