Event 1 Prefectural Government, FDMA, MOFA AMEMB components USFJ PACOM USAID/OFDA, DOS OSD, DOD, JCS Local Responders KEY MOFA = Ministry of Foreign Affairs FDMA = Fire and Disaster Mgt Agency AMEMB = American Embassy USFJ = U. S. Forces, Japan USAID/OFDA = U.S. Agency for International Development/Ofc of Foreign Disaster Assistance OSD = Office of the Secretary of Defense DOS = Department of State DOD = Department of Defense JCS = Joint Chiefs of Staff PACOM = Pacific Command Actions that will occur during a disaster relief scenario. 1.Event occurs. This may be an earthquake, tsunami, natural disaster, etc. 2.Local Component fire departments may respond to fires in their local areas (1). Local Component Commanders (LCCs) and base commanders (BCs) may provide immediate assistance, without prior coordination with PACOM or USFJ when lives are in immediate danger and the command is in a position to render timely life-saving assistance. (2) OSD approval for continuing this assistance must be obtained as soon as possible but not later than 72 hours (2). LCCs and BCs can also establish local agreements for access and transit of base facilities (3, 4). These agreements are not to provide resources at government expense. Finally, LCCs and BCs may send out fact finding missions using their own personnel and resources—these missions cannot aid or promise aid. Any support beyond that listed here must first be authorized by DOS and DOD. 3.Local Responders will appeal to Prefectural Government to assist in shortfalls in support. Prefectures may appeal to national agencies, i.e., FDMA or MOFA. 4.The AMEMB will be contacted by numerous agencies with requests for assistance. The USAID/OFDA rep at AMEMB will review requests (5). Official GOJ requests for USG assistance will be passed from MOFA to AmEmb Tokyo. 5.For coordination, the AMEMB will contact USFJ with potential requirements. USFJ leadership will follow EAP procedures (6). These procedures may be initiated at any time by USFJ leadership and may include convening the Executive Steering Group, dispatch of fact finding mission, and/or convening of the Crisis Action Team. Of greatest importance is determining USFJ’s mission. 6.The AMEMB will release a Disaster Declaration to OSD if the situation requires. This is the decision of the Chief of Mission (CoM) (5). CoM will forward GOJ requests to DOS with a recommendation whether to support GOJ request. 7.The AMEMB will alert USFJ to the release of the Disaster Declaration. 8.Upon release of the Disaster Declaration, USFJ will notify PACOM of the declaration by means of SITREP and will supply PACOM with a draft Warning Order(7). 9.PACOM will release the Warning Order to USFJ and USFJ components so that coordination for disaster relief operations can commence, USFJ will provide PACOM with a draft EXORD (7). 10.USFJ will coordinate with components (7). 11.Following the validation of the GOJ request for Disaster Relief Assistance, OFDA will forward to Main State. If validated by Main State, DOS will forward to OSD (Under Secretary of Defense for Low Intensity Conflict) as a request for support. The request may be for reimbursable support or non-reimbursable (a variety of DoD funding streams are available for non-reimbursable, including Overseas Disaster Assistance, Humanitarian and Civic Assistance (ODAHCA)). If OSD approves, they will task JCS to authorized PACOM to provide such relief (5). 12.PACOM will task, via EXORD, USFJ and USFJ components to provide required disaster relief. EXORD may be passed verbally, but should be followed up in writing as soon as possible. 13.USFJ will coordinate directly with components to provide the disaster relief (7). 14.Components will use funding data from the EXORD to provide disaster relief (7).
