The Prevent Duty 2015- Implications for Schools Departmental advice for schools and childcare providers June 2015

Definitions We (Prevent) also include in our definition any calls for the death of members of our armed forces, whether in this country or abroad. Radicalisation- the process by which people come to support terrorism and violent extremism and, in some cases, to then participate in terrorist groups, which can mean leaving their country to pursue this. Extremism-the holding of extreme political or religious views. It is a vocal or active opposition to fundamental British values, including democracy, the rule of law, individual liberty and mutual respect and the tolerance of different faiths and beliefs.

Prevent/Contest Prevent- a strategy, part of an overall counter terrorism strategy ( Contest) . Reducing the risk of persons becoming involved in terrorism/ violent extremism. To divert the path to radicalisation Contest- criminal strategy, search, detect, apprehend UK & aboard Prevent safeguards those vulnerable & susceptible. Provides advice and support. Inter agency working. Not a criminal process PREVENT police - Derby Branch Channel Panel-multi agency shared with Derby City Case Pathway Process

The Context for Schools-Section 29- Counter Terrorism & Security Act 2015 Supports the Prevent Duty Guidance 2011 Published March 2015 To have due regard “to prevent people from being drawn into terrorism” Places a duty on LA’s, children's homes, child care providers including early years, FE and HE. Places a duty on Schools in England and Wales whether publicly funded or independent Covers all individuals whether child or adult where it’s a service or provision where there is a significant interaction with

DFE-The Prevent Duty, June 2015 School leaders/Governors must: Establish or use existing mechanisms for understanding the risk of extremism Ensure staff understand the risk and build capabilities to deal with it Communicate & promote the importance of the duty Ensure staff implement the duty effectively Four general themes: Risk Assessment, record keeping Working in partnership Staff Training- minimum DSL, aim for all front line staff Building resilience in children & young people, curriculum support, signposting, resources

Responses Reporting Protocol in place-indicators, vulnerabilities profile, how to get advice, report mechanism- issued to Schools HT/Principal PREVENT/WRAP training schools (suggest Designated Governor) On line Learning- Channel – Leaders & DSL to complete it- made available Web based organisations & signposting for support- made available all staff Risk Assessments & records- target autumn Model Schools Policy- overarching framework -available soon Derbyshire Safeguarding Procedures- a separate chapter –in draft Resources & Curriculum toolkit- funding approved Case Pathway Process- target autumn .

Prevent & Ofsted framework Ofsted are responsible for monitoring how well an LA will implement their duties & responsibilities to include elected members & Senior Officers Ofsted are responsible for monitoring how well schools are implementing this duty. Ofsted will refer to the Home Secretary any serious failings
