Please indicate yes on this review factor if you (the PI), and/or anyone else at LBNL (to the best of your knowledge), helped prepare the SOW or Specs of the solicitation. Contract 31 Clause I.66 reads that LBNL cannot perform or participate in any capacity in any contract for which LBNL has prepared the SOW or specs for a competitive solicitation. The clause also prevents LBNL from incorporating its services or products in a SOW it prepares for a BAA without DOE Contracting Officer (CO) approval.

The PI is expected to answer the question to the best of his/her ability, and is expected to know whether any of the key personnel on the proposal were involved in the preparation of the solicitation. The PI is not expected to specifically inquire about involvement beyond his/her immediate research group (but must answer yes if he/she happens to have knowledge of anyone at LBNL involved in the preparation).
