What is the National Model? The National Model for the Statewide Application of Data Collection and Management Technology to Improve Highway Safety. A consortium of states that use the TraCS software to enable local, state and federal public safety entities to share information. Shared use of a common software allows for the establishment of best practices and best tools to ensure the accurate, timely and efficient capture of data and information. Promotes collaboration and collection of information to facilitate data-driven decision making.

Background the Iowa DOT worked with the law enforcement community to develop a PC based crash reporting system to capture data for police crash reports traffic citations and commercial motor vehicle inspections were added the Federal Highway Administration provided funds for Iowa to share TraCS with other states the Incident Location Tool (ILT) was added as a tool to collect GIS coordinates to locate crashes and incidents.

A software development kit was developed to allow states to manage the evolution of their current paper forms into TraCS electronic forms and customize for their needs TraCS and ILT were updated to a.NET framework MACH, a communications and mapping application was added to the National Model A browser based version of TraCS was developed as an effective way for rural agencies to utilize TraCS with minimal support costs.

Background (cont.) A CAD module was added to the MACH software TraCS RMS is in development and will be ready 2 nd Qtr.

Where are we Today? TraCS is a sophisticated data collection and reporting tool used by 14 states and 1 Canadian province (AK, AZ, AR, MB, FL, IA, NE, NM, NY, NC, ND, OK, PA, SD, WI).

Where are we Today? (cont.) Numerous forms now available in TraCS – crashes, citations, warning tickets, driving while intoxicated, CMV inspections, complaint and affidavit, deer tags, driver re-exam, evidence tracking, field interview report, jail booking, UCR/NIBRS/N-DEx incident. Next steps – Leveraging new platforms such as smartphones, tablets, and wearable tech (Google Glass, Body Cams, etc.)

Structure of the National Model National Model Program Manager - Responsible for the daily operations of the National Model. National Model Executive Board - three individuals from member states that provide feedback and recommendations to the Program Manager. Meets quarterly (electronically). National Model Steering Committee - representatives from all member states that set policies and procedures and establish priorities. Meets twice a year (in person).

Business Operations of the National Model One statewide or province wide agency per state licenses the TraCS software for $52,500 per year. This fee provides for unlimited usage within the state or province. The fee for the ILT is $19,000 per year. The annual licensing agreement(s) is between the State of Iowa and the participating state. The State of Iowa contracts with TEG to provide all support and maintenance on behalf of the National Model. TEG expenses are paid for out of the National Model pooled resources account maintained by Iowa. Iowa owns the TraCS software source code.

Business Operations of the National Model (cont.) Individual states may contract directly with TEG to perform state-specific enhancements at their expense. Grants and other federal funds help offset National Model expenses.
