FY2017 Changes FAST Act directed consolidation of FMCSA grant programs into two programs: Motor Carrier Safety Assistance Program (MCSAP) High Priority (HP) Reduced burden on States from preparing multiple proposals with overlapping information SaDIP grant program ended with FY16 awards Data Quality Improvements addressed in MCSAP and HP programs starting in FY 17

MCSAP Formula grant program States, DC, and Territories eligible Only the State lead agency (as designated by the Governor) is eligible to apply for MCSAP grant funding Data elements required in State Commercial Vehicle Safety Plans (CVSPs) Must submit crash and inspection reports Participate in DataQs data correction program Meet FMCSA Data Quality Performance Measures

High Priority Discretionary (competitive) grant program Eligibility: States Local Governments Federally Recognized Indian Tribes Other Political Jurisdictions Other persons to carry out high priority activities and projects that augment motor carrier safety activities and projects

High Priority Focus Enhance State CVSP activities Maintain innovative technology and/or new project(s) that will have a positive impact on CMV safety Includes conducting safety data improvement projects Includes Innovative Technology Deployment (ITD) Program (formerly known as the Commercial Vehicle Information Systems And Networks (CVISN) Program) The ITD grant program provides financial assistance to advance the technological capability and promote the deployment of intelligent transportation system applications for CMV operations, including CMV, commercial driver, and carrier-specific information systems and networks; and to support and maintain CMV information systems and networks.
