Business Processes The process is an ordered set of activities transforming the input to the desired outcome.  the activities are executed by the actors involved in the process;  every process has its reason for existence - the requested outcome of the process The business processes are focused on delivering the best outcome for the customer of the process.

The R&D as Business Process Process specifications:  Core process  Non-Automated, People process  Could be outsourced processes  Process that directly and indirectly touch the customer Decreasing technical risk and preventing problems in all AS phases (art. 44, Strategy on Defence Acquisition).

The R&D and AS The units involved in Defence Aqcuisition System are the main customers of the process The process owners and stakeholders are the units from AS

Steps ► Customer Expectations Map ► Process/Procedure Map ► Current State vs. Customer Expectations ► Redraw the process ► Action plan ► Execution and measurement of the new state

Mapping the Customer Expectations

Mapping the Customer Expectations (continue) Two customers of R&D Process:  SCOs of the Customer from AS: time, suitability, advanced technology, easy to use  Macroprocess: Force Management  SCOs of the Customer from political/strategic level : Customer1 + affordability, industry transformation; technology transfer Customer1 + affordability, industry transformation; technology transfer  Macroprocess Customer2: Economic development.

Planning

Execution

Reporting

Conclusions The potential for future transformation and improvement:  Shorten the co-ordination/approval activities  Give more responsibilities to the customers from AS  Clear contact point for external customers  Increase the expert capacity within management or set-up the R&D activities assessment in new Agency  Create procedures/units/agency for technology transfer to the industry
