National Hydrology Project The Way Forward Dr. Amit Prasad 15 th September, 2015, New Delhi

2 NHP – Learning from HP-I & II What we gained? Hydrological Data Centres– in 13 States Real-Time Hydro-met equipment – in select basins Decision Support Systems for flood forecasting in BBMB and upper Krishna & Bhima river basins. Decision Support System – Management plans for 13 river sub-basins in 9 HP-I States Pilot Project on Aquifer mapping – 6 pilot areas in 5 States R&D Studies – 40 no. of Purpose driven Studies High performance due to continuity of Staff – Maharashtra, Himachal, Goa, Gujarat, Andhra Pradesh

3 NHP – Learning from HP-I & II What we did not do? Integration and exchange of data amongst States and Centre - centralized database system. River basin approach – also include Ganga and Brahmaputra river basins Ground water management – Development of tools State-of-the-art technology - latest Remote Sensing tools Ownership - after end of Project Capacity building Cross learning – inter-State Web-based sharing of best practices Regular trainings Need to manage our water resources optimally

River Basin State map

5 NHP envisages improved design, evaluation and prioritization of various projects: − Assessment of basin-wise water resources availability and allocation of water for drinking, agricultural, industrial purposes etc., − Flood forecasting, inundation studies & management, − Drought analysis and management, − Operation of water resources structures, etc. − Evaluation of projects for interlinking of rivers − Assessment of availability of water for hydropower, − Plans for Irrigation development (PMKSY) − Surface –ground water interaction & assessment of eflows Greater trust building amongst the States NHP – expected Benefits & Outcome

6 NHP proposal has been prepared in consultation with State and Central organisations EFC Memo was circulated to all Ministries Comments of all the Ministries have been obtained on the EFC Memo - all the ministries have supported. Brief of the proposal along with the States components has been sent to the States. Consent of nearly all the States have been obtained. − Chhattisgarh, Delhi, Bihar (GW) and Mah (GW) Revised EFC being submitted for seeking approval of Finance Ministry. Present Status

7 Following issues have been flagged: Integration of data (Central and State) Protocols for data sharing − Need to address sharing of classified data. Promote Inter-State Learning − Best practices to be shared on web. Framework Agreement to be finalised by CWC and CGWB ⁻ Technical Committee to be in place. TAMC (MoWR) and River basin Consultancy (CWC) to have regional support to the States Fund flow mechanism needs to be firmed up Retroactive funding Concerns of States

8 NHP- Salient Features Project Components & Major Activities No.ComponentDescription A Hydro-met Data Acquisition Systems ~ 44% of project costs Expand and upgrade water resources monitoring and data acquisition systems (including Real time systems) B National Water Resources Information System ~ 14% of project costs Develop and support centralized database management system, water resource data sets, including Remote sensing based information and facilitate State-WRIS C Water Resources Operation and Management Systems ~ 17% of project costs Develop Decision Support Systems (DSS) in selected river basins for flood forecasting & reservoir operations, water resources (SW & GW) planning and management, etc. DWater Resources Institutional Capacity Enhancement ~ 25% of project costs capacity building through establishing & supporting water resources data centres, trainings, centres of excellence

9 Central Support MoWR shall provide the following: Technical and Management Support (through (TAMC/CWC/CGWB) − Finalisation of specifications and Terms of reference of consultancies, Preparation and evaluation of bids etc. − Technical support on project implementation − MIS for project monitoring Training program through NIH/NWA/RGI − Training program development in all the aspects of project along with academia and R&D institutes across India. − Provide trainings MoUs with National and International organisations Technical support by CWC/CGWB/NIH for modeling Role of MoWR in NHP

10 Central Support MoWR shall also provide following: National Water Informatics Centre with Accessibility to real time and integrated River Basin information (nearly 100 layers) including high resolution DEM, ET, Weather forecast, historical database. Software and support for development of State-WRIS. Sharing of data through CWC’s Earth Receiving Station Web-based Database management system with cloud storage hence no financial burden to States Provision of linkage with States’ Data Centres Regional River Basin modelling Tools through CWC : Regional/Macro level Flood forecasting and early warning system coupled with weather forecast Water Resources Assessment at River basin scale. Role of MoWR in NHP

11 Activities and Time lines The Road Ahead…! EFC Approval – September, 2015 Negotiation with the World Bank (will depend on DEA’s readiness criteria) Cabinet Approval Signing of Loan/Project Agreement Project Implementation

Thank You

Roles of MoWR – in Brief

14 MoWR is the Project Implementation Ministry: Overall Project Monitoring & Evaluation, Administration, Coordination, Technical oversight and budget allocation. Financial Management: quarterly Financial Report; consolidate disbursement claims to CAAA; Fund flows under the project, Audit Agency. Facilitate MOUs among central and state agencies in regards to data sharing. Put in place the Technical and Management Consultancy (TAMC). Prepare MOU for collaboration with national and international research institutes. Prepare data sharing protocol of classified and non-classified with states and centre. Any other matter related to the Project Role of MoWR in NHP

15 How shall MoWR implement NHP? Technical and Management Consultancy − Technical and Program Management assistance for Project Implementation − Support to all implementing agencies to assist with project planning, procurement, technical developments, training and capacity building − support for project reporting and monitoring project progress (financial and physical) through MIS − For entire project duration − based in Delhi with small regional offices Financial Consultancy for auditing MoUs with National and International organisations Strengthen National Water Informatics Centre Role of MoWR in NHP

16 Support through organisations under MoWR CWC Facilitate real-time data acquisition system through Earth Receiving Station Web-based Database management system (eSWIS) Accessibility to real time and integrated River Basin information - DEM, ET, Weather forecast, historical database. Software and support for development of State-WRIS.
