Who Prioritizes Recovery Investments? How Should Priorities be Agreed? How Much Resources Should be Invested in Recovery? Who Should Decide? { Presidents? { Ministry of Finance/Planning? { Donors? { Technical experts? { Disaster-affected populations? { Media? { Academics? { UN?

Objectives of a Recovery Framework { Reflect the outcome of prioritisation and sequencing of recovery requirements, including reconstruction { Reflect the Early Recovery Framework within the overarching Recovery Framework, thereby linking humanitarian and development financing mechanisms { Demonstrate the resource requirements for comprehensive recovery

Recovery Framework What are the relationships among sectors? What is the prioritization of the order of investments? How will recovery facilitate resilient societies? How to ensure key themes are integrated through all sectors?

To answer these questions: { Must be committed to a) prioritising recovery initiatives and b) sequencing/staging recovery initiatives { Must commit to ensuring that perspective of disaster affected communities are reflected in recovery priorities and sequencing { Must envision a “recovery pathway”, i.e., how the society will move from the disaster impact to comprehensive and resilient recovery over time { Government leadership is essential; otherwise, international institutional priorities may dominate… { Much needed, but rarely done!
