The Millennium Development Goals (MDGs) A Primer JPO Regional Workshop Nairobi, 28 May 2002

MDGs: Origins î the Millennium Declaration î the global conferences and summits of the 1990s î the “International Development Targets (IDTs)”

Mapping the MDGs. 8 goals 4 few in number 4 stable over time 4 easy to communicate 4 balance between South & North. 18 targets, 40+ indicators

MDGs: Why they matter í credibility: promises, promises í can globalisation be inclusive? í a final test for dev. cooperation? í the future of multilateralism

MDGs: The Challenge î social indicators show progress in the 1990s but too slowly to reach agreed targets….and are slowing down î broken promises on primary education, mortality reduction, child malnutrition, income poverty

MDGs: The Opportunity í common ground í progress on $$ in Monterrey í the push in J’Burg í the demonstrated potential of civil society í the effects of 9/11 í a consensus on development

MDGs: UNDP’s role in one word, strategic and historic in a few more words, í “scorekeeper” í “campaign manager” í “coordinator”

The UN’s role: global and country í analysis í monitoring í campaigning í direct assistance

MDGs and partnerships: why? in 2 words: results (“development effectiveness”) ownership (not just about getting “buy-in” or funds)

MDGs and partnerships: with whom? í within the UN - UNDP is not just another UN agency í with governments í with civil society í with the private sector í with the media í with academia í with many others

MDGs and partnerships: a pipe dream? í UN: a common focus, common strategy, common tools, in 2 years common procedures í Governments: strong in the OECD, still at an early stage in the developing world í Civil society: contacts increasing steadily í Private sector: much more willing to do its bit
