Governance Innovation for Security and Development A research project seeks solutions to the challenges of supporting governance in fragile environments. Researchers address issues and trends in the stability sectors—social well- being, promotion of safe and secure environments, stable governance, rule of law, Our definition, and differences in perspective across our participants. sustainable economies and infrastructure, and homeland integration—and the competencies needed when the military is called upon to support to civilians in those sectors.

GISD – Key Take Aways Consider alternative models than the classic Gov’t spending model because budget constraints require leveraging NGO and private sector resources. GISD in Sustainable Economy involves engaging with stakeholders, and capital or funding sources, on regulatory issues and risk negotiation. Executing rule of law, regulatory structures, and negotiating key risks enables engagement of alternative funding sources. CA needs to reach back or employ “Integrators” / Project Mgrs, not just Specialists. CA success often lies in defining and packaging projects that can be taken on by others with additional resources and expertise rather than on CA “solving the problem” with operating solutions. CA may contribute resources, but not provide 100% of the resources. CA can focus on defining what functions and projects can garner outside resources versus those that cannot.

Invest in continuing education (not just training only) – Reinvest and transform institutional educational programs Develop analogic reasoning Use the whole force Critical and Creative Thinking Coordinate across Branches and Agencies Develop familiarity with other agencies and private capabilities Embedding 38G in non DoD Governmental Agencies and private companies Consider alternative funding models to leverage private and NGO resources Find modalities of work with Partners Assess the stakeholder values at risk
