The health benefits of achieving Greater Manchester’s vision for cycling

Health Value of cycling in Greater Manchester World Health Organization Health Economic Assessment Tool (HEAT) for cycling used to calculate the value of additional cycling This calculates the reduction in risk of mortality among people who are cycling, compared to those who are not cycling Calculates the reduced death rate among the new regular cyclists Places financial value on the lives saved, using statistical value of a life Approved approach used by DfT

More info at

Data Taken from GM Travel Diary Survey (TRADS) 38,230 cyclists made 103,223 trips by bike on the day before the survey Cycle trips 3km on average (from postcode) 2.7 trips per cyclist per day Assumed cyclists ride on average 124 days per year (the default recommended by HEAT) 335 trips per cyclist per year

Scenario

Results: lives saved This level of cycling (3km per day for 124 days per year) reduces mortality by 8% Applied to 152,920 cyclists making 412,893 trips, 124 days per year Normally expect 380 people to die per year (UK; aged 20-60) This increase in cycling results in 24 lives saved per year (comparing cycling population with normal death rate)

Results: economic value Value of life of £3.229m (OECD standard) Value of annual benefit (discounted at 5%) £54m BUT this is ONLY mortality; full health benefits would be far higher Can be used in a benefit:cost ratio
