Moderation policy for WCED n Province has to quality assure assessment of learners for progression, promotion or qualifications

n To ensure that learners within same LA/Subject are treated equitably n Validate authenticity of learners work n To identify the need to redesign the assessment
n To provide for an appeal procedure for learners n To provide support, advice and guidance to assessors

Types of moderation n INTERNAL n To ensure school based assessment is consistent, accurate and well designed n EXTERNAL n To validate school based assessment
Functions of Internal moderation n Verify assessment is fair n Ensure learners in same subject in different classes are treated equitably n Validate authenticity n Ensure school-based assessment is continuous
Criteria for internal moderation n Assessment and moderation criteria for each subject n All educators in subject are involved
Functions of external moderation n To verify assessment is fair across schools n To ensure learners in same subject but in different schools are treated equitably n To validate authenticity n To identify the need to redesign assessments
Moderation sample n Generally a 10% sample n (Up to 15%)
Cluster moderation n Educators come together with Educator- and Learner assessment Evidence files n Moderation is based on group evaluation and discussion n On a consensus basis or a weighted system of scoring
n Cluster meetings conducted by senior education specialist n Head Office will set official clusters n Regular meeting during year to discuss details regarding procedures in the subject
External face moderation n Practical work n All candidates in Dramatic Arts
Adjustment of marks n After scrutiny and discussion: n If average difference between marks allocated by the school and by the moderation panel is greater than 10% Then: n the marks of all candidates are adjusted up or down according to the average difference
Irregularities n Candidates who fail to hand in work n School to inform parents n Work still not submitted give ‘incomplete’ - indicate that follow up action was taken n Keep record of interventions in Educator File
n If candidate does not hand in any SBA give “incomplete” n Candidate can re-enter the following year n If learner hands in work not worth marks give ZERO n No SBA, for medical reasons, mark absent,SBA calculated out of lower mark

Developmental moderation n Via school visits n Via clusters
Via school visits n MFT’s n Support visits n Educator files and learner assessment Files n Return visits n Developmental reports on a personal level n General routine reports to schools
Via clusters n A series of developmental meetings n Samples of work will be observed n Joint standard setting exercises will take place
Final moderation n Internal and developmental moderation should have ensured a degree of standardisation n Head Office must provide dates & venues for Dramatic Arts n At least one educator per school n 15% of schools total sample (5% if there are queries) n If there are less than 12 learners per school, then ALL the files
n Full set of educator files n Mark schedules n Group assessment takes place n Consensus decision about marks n Each educator file to be studied by at least three educators
Administration n Educator provides marks as per guidelines n Computer sheets completed n Educator signs n Principal signs n SES checks and signs n Assessment coordinator submits to examinations directorate
