“Moments of Truth” Candidates are often not trained to react to events that are out of the ordinary and that are high on workload and mental demand. “Moments of Truth” should be rehearsed in the simulator, not the airplane.

Adverse effect of HR3371 Lack of flight instructors (regionals eating the seed corn). Reduced interest from potential students to become airline pilots and enroll in collegiate programs due to: High cost of the program (loans are harder to get, if not impossible). Low-paying flying jobs upon graduation. Necessity to acquire 800+ hours upon graduation. Students who are still interested would have no students to instruct in order to build flight time.

Adverse effect of HR3371 Regionals would eventually start to hire non-US citizens to fulfill their hiring needs. Graduates from collegiate programs will find alternatives to flight instructing such as: flying for airlines outside the US. fly for corporate operators like NetJets, Flight Options, etc... fly an LSA for 800+ and “burn holes in the sky” other cheap and inappropriate methods to “time build” rather than “skill build”.

Recommendations Rethink Part 141 training Lower the times for the Commercial license and increase the amount of instrument training during the Commercial certification. Increase the amount of time spent for an Instrument license Increase the number of “Moments of Truth” in training. More time necessary to train for the new more complex technologies. Add Instrument Solo time to give the candidates to prove that the training process has produced a competent instrument pilot.

Recommendations Airlines sign-off on training Airlines should work with Flight Schools to determine the most appropriate training curriculum and scenarios. Students should receive “flight time credit” for training in an airline- validated curriculum. More simulation time and more credit given to simulator instructors as flight time. CFII should be proficient at ATC procedures and should receive training on how to conduct simulator sessions
