Discussion Session 5: Data collection Maiki Ilves Statistics Estonia

Presentations Maiki Ilves Lean start-up concept: Increasing relevance of Official Business Statistics using proven Business Approaches by Mojca Bavdaz Data quality (measurement instrument, respondent): Measuring and Understanding Response Quality in the SBS Questionnaires by Deirdre Giesen The use of Behaviour Coding to Analyze Data Quality in the SOEP Establishment Survey 2012 by Alexia Meyermann

Increasing relevance of Official Business Statistics using proven Business Approaches by Mojca Bavdaz Maiki Ilves Lean start-up approach: Identify the target group(s) with focus on new target groups Find out what statistics is needed and for what purpose it is needed Provide minimum viable product, validate results, improve, iterate faster product development Q: What kind of tools or approaches could be used to achieve the first two goals? Q: Does minimum viable product = statistics with lowest acceptable quality?

Presentations about assessing data quality Deirdre’s presentation: Assessing data quality through the use of three quality indicators Alexia’s presentation: Assessing data quality through understanding response process Discussion Consistency checks: should these be built-in in the electronic questionnaire? How dependent on the mode are the results? Is measurement error some way addressed in the estimation phase? Questionnaire layout: table format versus single questions?
