Main Requirements on Different Stages of the Licensing Process for New Nuclear Facilities Module 4.10 Documents to be Submitted to the Regulatory Body Geoff Vaughan University of Central Lancashire, UK Drafting School, Vienna, December Module

IAEA Safety Standards Specific Safety Guide Documentation for Use in Regulating Nuclear Facilities GS-G-1.4 Drafting School, Vienna, December Module

DOCUMENTS TO BE PRODUCED BY THE OPERATOR Documents produced by the operator (paragraphs 2.25–2.26 & 4.1) Essential documents to be prepared by the operator at each stage of the authorization process should be identified in the regulations and guides issued by the regulatory body. Documents of different types are required to be prepared by the operator in discharging its responsibilities with respect to the safety of the facility. Some are required to be submitted formally to the regulatory body A second type are reports that should be submitted to the regulatory body periodically, or event, incident or accident reports A third type of document is for internal use by the operator but should be made available upon request to the regulatory body Drafting School, Vienna, December Module

DOCUMENTS TO BE PRODUCED BY THE OPERATOR Documents to be submitted for the authorization process (Paragraphs 4.2–4.8) Essentially this consists of the safety case details can be found in NS-G-4.1 As the lifecycle of the plant evolves, the requirements in terms of the safety case needed for authorisation process will change: SSG-12 provides details Drafting School, Vienna, December Module

5 IAEA Safety Guide on Format and Content of the Safety Analysis Report for NPP Chapter I: Introduction Chapter II: General plant description Chapter III: Management of safety Chapter IV: Site evaluation Chapter V: General design aspects Chapter VI: Description and conformance to the design of plant systems Chapter VII: Safety analyses Chapter VIII: Commissioning Chapter IX: Operational aspects. Chapter X: Operational limits and conditions Chapter XI: Radiation protection Chapter XII: Emergency preparedness Chapter XIII: Environmental Chapter XIV: Radioactive waste management Chapter XV: Decommissioning and end of life aspects Drafting School, Vienna, December Module 4.10

DOCUMENTS TO BE PRODUCED BY THE OPERATOR Reporting by the operator (paragraphs 4.9–4.16) Periodic reporting and progress reporting Reports should be required from the operator at set times or upon the completion of specific activities over the lifetime of the facility Notification and reporting of events, incidents and accidents The operator should notify the regulatory body of any event considered significant to safety. The time limit for and type of notification should be established in regulations and should be commensurate with the severity of the event. Drafting School, Vienna, December Module

Consideration should be given to what additional Regulations and Guides are needed to ensure that the documentation is made available and that the licensee is aware of the regulatory expectations Drafting School, Vienna, December Module
