Proposed Language for Faculty Handbook: The Curriculum & Programs Committee (C&PC) Description of C&PC activities and duties The committee shall review proposals for all undergraduate programs (proposals for new majors, minors, degrees, certificates, programs, centers, institutes, the CORE curriculum) and courses, request for changes, additions, or deletions of courses and programs on a continuing basis. The committee shall consider such aspects as academic soundness, impact on library and other institutional resources, impacts on existing programs, fiscal soundness, duplication of effort, conflicts of academic interest, and fit within the University’s strategic plan and academic strategic plan. (Eventually, the committee will also deal with graduate courses and programs, but the details of this shift have yet to be formulated.)

Curriculum & Programs Committee Membership The Curriculum & Programs Committee (C&PC) shall be comprised of the following members: one (1) chair, one (1) student member, one (1) member from each College with the exception of Letters and Science which shall have two (2) members (one from Letters and one from Science), one (1) member from Libraries, and one (1) member from Gallatin College Programs. In addition, the C&PC will include one (1) non-voting ex officio member from each of the following – Registrar’s Office, University Studies, Office of Student Success, and the Office of Academic Affairs. The chair-elect of Faculty Senate will also be a non-voting ex officio member of the C&PC, and may not serve concurrently as the C&PC chair. Voting members of the C&PC shall be nominated and voted into office by each College, with the exception of the student member, who will be elected by ASMSU from among its representatives. The chair of C&PC shall be elected by the voting C&PC members and ratified by the Faculty Senate. The elected chair shall receive compensation equal to 10% of his or her total salary. These funds typically shall be used to provide appropriate course release(s) for the elected chair. The elected chair of C&PC will also attend and be a member of the Faculty Senate Steering Committee, and will provide periodic reports to Faculty Senate, as requested.

Members shall serve a two-year term, with a limit of two consecutive terms. Membership will be staggered so that approximately half of the C&PC members are newly elected each year. Each course or program to be reviewed must have undergone at least one departmental- or college-level faculty review prior to reaching the Curriculum and Program Committee. [The newly formed C&PC shall be comprised of the members of the disbanding Undergraduate Studies Committee (USC). Colleges and other groups whose current USC representatives are in the second year of their two-year memberships will hold elections at the end of the current academic year to identify new representatives who will begin new two-year terms in academic year USC members who are currently in the first year of their two- year terms will continue on C&PC through academic year USC members currently serving their first term shall be eligible for nomination as upcoming members of the Curriculum and Programs Committee.]

Academic Programs Working Group The Academic Programs Working Group is one research arm of the Curriculum and Programs Committee whose members are distinct from the Curriculum and Program Committee Members. In behalf of the Curriculum and Programs Committee, and as so-directed by the C&PC Chair, this Working Group shall thoroughly research any newly proposed academic programs or significant changes to existing programs (this shall include proposals for new majors, minors, degrees, certificates, programs, centers, institutes, and alterations to the CORE curriculum). After completing their analysis of submitted materials, the Working Group shall report back on each proposal to the Curriculum and Programs Committee. The Working Group shall provide a recommendation of support or non-support for each proposal. Acting as a committee of the whole, members of the Working Group in combination with members of the Curriculum and Programs Committee shall then vote on all new programs and significant alterations to existing programs and forward the results to Faculty Senate. In cases of a vote of non-support, the Academic Programs Working Group shall provide a letter outlining the rationale for the negative vote.

Members of the Academic Programs Working Group shall be elected based on nominations from the tenure line faculty. Membership shall consist of five (5) tenure-line faculty members to serve no more than 2 consecutive 3 year terms. No more than two (2) members of the committee may be from the same college at any given time. A call for nominations shall be sent to the tenure-line faculty from Faculty Senate with two (2) Working Group Members being elected to begin service on the Working Group in AY Two members shall be elected to begin service in AY 2013, and the final member shall be elected in AY2014. Once a ballot of nominees has been assembled by Faculty Senate, elected members shall be determined by popular vote among all tenure-line faculty members.

Members of the Academic Programs Working Group only attend Curriculum and Programs Committee meetings when program issues are being discussed. [Current members of the Academic Affairs Committee shall serve as the the Academic Programs Working Group until June 2012, with two members serving until June 2013 and one serving through June Members of the Academic Affairs Committee currently serving their first term shall be eligible for nomination as incoming members of the Academic Programs Working Group]** ______________________________ Commentary: [** The Academic Affairs Committee was formerly also responsible for evaluating some academic policies. Academic Policy decisions will now be handled by Faculty Affairs. (This is in line with past practice where issues of Sabbatical, Emeritus, etc. have been dealt with by Faculty Affairs.) A Graduate (Curriculum and ) Programs Working Group is envisioned as a future part of the Curriculum and Programs Committee with distinct members and responsibilities analogous to (though not identical with) the Academic Programs Working group.]
