Feedback from Bangkok conference

The international “Harm reduction” strategy: According to world statistics more than 12 millions people are injection drug users among them 3 million people are HIV positive. This is very sensitive problem for Central Asia and East Asia. Consumption of drugs is primary factor in epidemic in the given region. Last data on prevalence of using Heroin in our republic strengthen anxiety that, we are at the edge of epidemic HIV/AIDS.

Problems in implementing “Harm reduction” program Maintenance of the necessary documentation for realization of the project Accuracy of time period. Involving the drug users in our activity. Organizing the effective management of field work. And last and the most important issue is the problem of well skilled staff to carry out HARM REDUCTION project in our countries.

Integration with specific NGOs’ will give NS opportunity to : Gain of experience in this field. Increment of experience of National Society staffs and volunteers. Using all the approved documents of these NGO's for further realization of this type of projects.

To work with PLWHAs. Till today there is a certain vacuum in involving these people in social life because there is negative attitude of a society to these vulnerable people even these days. Discrimination connected is due to low level of awareness of the population and absence of the appropriate legal support on this case from Government side. But while carefully planned, comprehensive, coordinated public policies, security measures, and development in the health sector may promote democratization and cooperation in Central Asia, poor policies can (and have) resulted in the opposite. Counter-narcotics programs can serve as a cover for human rights abuses. The stigmatization of drug users and HIV+ people fuels a worsening dual-epidemic.

PLWHAs and IDUs. It is time to take stock of the situation in order to focus local, national and regional efforts toward the most positive and cost-effective solutions while a window of opportunity still exists to contain this social and health crisis. My opinion is that, those NSs who are not involved in this issue, must give their first priority to solving this problem. Fighting together we can win this problem, we can effectively influence changes of the society’s approach for PLWHAs and IDUs and of course can help these people joining back to the society.

"When there is any war, the government will mobilize youth for struggle. Now, the time has come when they should call us for struggle with HIV/AIDS". While more than 50% of youth under years old are infecting by HIV/AIDS every day. Attention towards youth, as the most vulnerable target group of HIV/AIDS. Maximum involvement of youth and to give them an opportunity to use resources for effective realization of the HIV/AIDS programs.
