67,000 new infections in 2005
Approximately 510,000 people are living with HIV
58,000 adult and children in 2005 died of AIDS-related conditions
Concentration of the epidemic among high risk groups (especially sex workers and injecting drug users)

3. MAIN TRENDS & CHALLENGES LINKED TO THE SPREAD OF AIDS
Proportion of women becoming infected is increasing (180,000 in ,000 in 2005)
Strong socio-cultural taboos
HIV Prevention programmes and services remain sporadic in this region
Knowledge of AIDS is generally poor
Preventive practices are rare, even among high risk populations

4. HIV-AIDS: WHY STRENGTHEN AWARENESS THROUGH SECTORAL APPROACH ?
HIV-AIDS has a triple impact on the transport sector, namely on:
transport workers, their families and their communities;
the enterprises concerned;
the economy as a whole.

5. HIV-AIDS: YET ANOTHER RESPONSE ?
Lack of capacity within government structures, including Ministries, coordinating bodies, employers’ and workers’ organizations, civil society, etc.
Ineffective leadership during critical periods in the development of the epidemic.
Isolation from broader development programmes addressing social instability, employment creation, human resource policies, etc.
Socio-economic factors that undermine the HIV-AIDS response also need to be addressed.

A sustainable response to HIV/AIDS addressing different
dimensions – including socio-economic factors, workers’ rights,
institutional capacity, policy and legal framework – cannot be
achieved through single projects but needs to build on a
comprehensive programme addressing all these dimensions

account country specificity

9. HIV-AIDS: TRAINING TOOLKIT FOR DRIVERS, MANAGERS & INSTRUCTORS
Insufficient knowledge and training of professional drivers…
International drivers (and their helpers) may be the most vulnerable category of transport workers. Long-distance drivers often have long delays at border crossings.

Combined with the lack of facilities, several risk factors create a situation where drivers may be exposed to risky behaviour such as having multiple partners or having sex without using a condom. (The risks to international drivers of HIV-AIDS, ILO Publication, 2006)
