O1 - 1 Cruise Ship Malfa

O1 - 2 Scenario: Cruise Ship Malfa The Italian cruise ship Malfa on May 11 is docked just outside the old port of Dubrovnik with 1,200 passengers and a crew of :15 p.m. – Nearly two-thirds of the passengers are in central Dubrovnik shopping and sight- seeing. They have been ferried to the old port by small craft. The ship is scheduled to sail at two with an onward destination of Corfu. The first passengers began to return to the ship at 12:00 with scattered returns scheduled until 2:00 p.m.

O1 - 3 Cruise Ship Malfa (cont.) 1:00 p.m. – About one-half of the passengers have returned to the ship. A small craft traveling at high speed and carrying 12 men follows on the heels of a returning passenger craft. In a swift maneuver, the 12, dressed in black and carrying automatic weapons and 3 large trunks, overpower ship personnel and take over the ferrying craft in a well-planned and orderly fashion. 1:15 p.m. – The ship’s captain radios shore announcing that the ship is under the control of a hostile boarding party. He is interrupted by one of the hijackers who announces in English that the ship is under control of the “true path” (a fundamentalist terrorist movement). Unless the following demands are met, they will “kill everyone on board” and sink the ship. They are prepared to die in the efforts.

O1 - 4 Cruise Ship Malfa (cont.) Their demands are: –Release of three al Qaeda members arrested by Croatian authorities in Zagreb who are in the process of being extradited to the U.S. –The immediate release of 17 suspected terrorists held by the Italian authorities in Rome –A public commitment by the U.S. to release all prisoners captured in Afghanistan within 60 days –Safe passage – details to be worked out – for the ship’s hijackers –The presence of a senior minister of the Croatian government on board the ship by 4:00 p.m. to show good faith and complete arrangements to meet the demands Failure to comply will lead to the ship’s sinking by 6:00 p.m.
