5 N-NC and IC Directorate Missions NORAD Continuously provide worldwide detection, validation and warning of an aerospace attack on North America and maintain continental aerospace control, to include peacetime air sovereignty alert and appropriate aerospace defense measures in response to hostile actions against North America N-NC IC Directorate Facilitate the integration and synchronization of Interagency activities to ensure mutual understanding, unity of effort and full spectrum support to and from NORAD and USNORTHCOM USNORTHCOM Conduct operations to deter, prevent, and defeat threats and aggression aimed at the United States, its territories, and interests within assigned area of responsibility; as directed by the President or Secretary of Defense, provide defense support to civil authorities including consequence management operations.

12 Commander’s Primary Interagency Forum Integrates and synchronizes Interagency activities to ensure mutual understanding, unity of effort and full spectrum support to and from NORAD and USNORTHCOM Includes representatives from Interagency partners and all staff elements, components, and COCOMs ~60 Agencies have assigned resident and local representatives to the JIACG while an additional 100+ agencies collaborate remotely Agency reps work in the Directorates that benefit most from their synchronization Not a separate staff coordination process Facilitates and is a “Force Multiplier” to the existing command and staff process JIACG - What Is It ? Facilitate synchronization and coordination

14 JIACG Guidelines JIACGs were created to: Recommend, influence, and execute policy, but not to make it. Establish new Interagency links, but not replace habitual relationships or traditional chain of commands. Synchronize Interagency activities but not task non-DoD personnel. 23 Mission Paradigm Homeland Security Homeland Defense A concerted national effort to prevent terrorist attacks within the US, reduce America’s vulnerability to terrorism, and minimize the damage and recover from attacks that do occur. Homeland Defense The protection of US sovereignty, territory, domestic population and critical defense infrastructure against external threats and aggression. Civil Support DOD support to US civil authorities for domestic emergencies and for designated law enforcement and other activities. CS missions are undertaken by DOD when its involvement is appropriate and when a clear end state for the DOD role is defined. Emergency Preparedness* Those planning activities undertaken to ensure DOD processes, procedures and resources are in place to support the President and SecDef in a designated National Security Emergency. American people make no distinction between HLD and HLS
