6 Telecommunications Policy Review Independent panel of experts appointed by Minister of Industry in April 2005 Report issued on March 22, 2006, provides 127 recommendations for ensuring Canada’s competitiveness in the Network Economy Panel’s mandate had three central themes: setting the appropriate regulatory framework encouraging adoption of ICTs access to advanced telecommunication networks and services GSC: Standardization Advancing Global Communications

7 Policy Review - continued There is a need for change –Canadian telecommunications industry losing its tradition of service innovation and leadership –Technological trends changing dynamics of competition in the industry and reducing effectiveness of the current policy and regulatory framework Panel recognizes importance of trust and confidence online, strongly supports: –Recommendations of Spam Task Force –Forthcoming Personal Information Protection and Electronic Documents Act review as an opportunity for the full consideration of privacy issues GSC: Standardization Advancing Global Communications

8 Policy Review - continued Key recommendations: –Reforming telecommunications frameworks Rely on market forces: made possible by increase in competition Regulation only as a last resort where significant market power still exists Foreign Direct Investment liberalization recommended –Make ICTs a priority through a national ICT strategy (including consumer protection, Internet trust and security, open access to content and greater ICT adoption) –Complete ubiquitous broadband networks –Clarify and separate policy making from regulatory functions GSC: Standardization Advancing Global Communications

9 Task Force on SPAM Ministerial Task Force made 22 recommendations to address spam, spyware and emerging online threats, including: –New legislation –Effective enforcement –Policy leadership and coordination –Public education and awareness –Strengthened international cooperation Task Force reported on action to date: –Analysis of gaps in legal ground rules and enforcement; –Developed network management practices to combat spam; –Developed electronic marketing guidelines; –Established public awareness “Stop Spam Here” campaign (Icon, website and messages to consumers); –Active participation in international efforts – OECD, MAAWG etc. GSC: Standardization Advancing Global Communications
