Brokerage Defined A brokerage is a method of transportation service delivery where an administrative facility or “gatekeeper” matches a passenger with an appropriate contracted provider to meet individual needs through a centralized trip request. SCT is a semi-brokerage operational since 1998 that provides 90% of services through contracted vendors and 10% directly. Sedgwick County Transportation

Services Service area: Sedgwick County, KS 1,009 square miles; 79% rural, 21% urban/suburban Centralized call center; all rides preauthorized Non-emergency transportation Demand response Door-to-door, assisted Sedans, minivans & wheelchair lift/ramp vehicles 24/7 transport when available 24 hour advance reservations taken during call center hrs Serves rural, age 60+, caregivers, persons with physical disabilities Contracted volunteer transportation through senior centers

Fares & Vendor Reimbursement Fares $3.00 one-way OAA III-E rides are by donation only FTA 5317 New Freedom rides have no co-pay FTA 5311 volunteer rides have no co-pay Reimbursement Averages $1.75 per mile; rates are lumped (6 to 8 miles=$13) Multiple riders, same pick up & destination paid as single trip Multiple riders, different pick up, same destination rate No shows $5 flat reimbursement 60+ minute wait results in forfeiting reimbursement

Meet a SCT Customer Mr. B is 71 years old Cheney resident Uses wheelchair, can transfer Visually impaired, on oxygen T/Th/Sat trips to dialysis 45 min one-way on vehicle 5 hrs on dialysis Trips provided directly, too far for vendors Daughter takes him home $3 one-way customer fare Taxi: $42; transit agency: $153; non-profit: non-existent

Lessons Learned Multi-passenger loads to maximize efficiency limits customer usage to constrained times Inclement weather back-ups Foundation funding is difficult to obtain Expansion when needed may not always be feasible Transporting from rural city to rural city is not workable Transfer destinations have pros and cons
