What do we do? Our mission is to collect, maintain, analyze, and report accurate data for making sound, fiscally responsible recommendations regarding the maintenance, operation, and improvement of our transportation network. Basically, we PLAN….

How do we plan? Building that foundation--- Kentucky Transportation Cabinet (KYTC) partnership with Kentucky Area Development Districts

How do we plan? Regional Transportation & Safety Committee Local Elected Officials Planning & Zoning, Land Use Economic Development Citizens Interests/Transportation Disadvantaged School Officials First Responders Other modes---Bicycle, Pedestrian, Public Transit, Air, Rail, Water, etc.

Three Documents of the Planning Process The Unscheduled Projects List (UPL) lists all projects in planning that are prioritized every two years for possible inclusion into the Six Year Plan. The Statewide Long Range Plan (LRP) sets Goals & Objectives and provides policy and procedure for the state’s transportation system. The Six Year Highway Plan consists of projects scheduled to be funded and is updated every two years.

Planning Responsibilities Define Regional Goals & Objectives Identification & Evaluation of Transportation Needs through Project Identification Forms (PIF) Prioritization of Transportation Needs (UPL)  High, Medium, & Low  Local Officials  Regional Transportation & Safety Committee

What are the Benefits? Develops an accountable future vision for the State Transportation Network Identifies Short Term Needs, especially Safety Issues Provides Public Participation and Builds Public Trust

Since 2000, Kentucky has lost 4,478 people in motor vehicle crashes. In fact, 2005 was the most deadly year on Kentucky’s roadways in over thirty years with 985 fatalities. In partnership with the Kentucky Transportation Cabinet Department of Transportation Safety Program, our goal is to reduce traffic collisions, fatalities, and injuries in the Commonwealth of Kentucky through the four “E’s” of Safety: Engineering, Enforcement, Education, and Emergency Response. What is our purpose?

Emphasis Areas Impaired driving - alcohol related crashes Lane departure – head-on, run-off-the-road, fixed object crashes Drive Smart Safety Corridors Aggressive driving – speed, improper lane change, disregarding traffic controls Young drivers

Occupant protection – encourage ALL drivers and passengers to wear safety seat belts and proper child restraints Incident management – emergency vehicles, work zones Commercial vehicle safety Traffic records – evaluate the state’s safety activities And legislative issues Emphasis Areas continued:

Things we do: Conduct seat belt surveys Coordinate with local officials, the Highway District office, and KRADD’s Transportation Planner in conducting road safety audits to identify low-cost safety improvements Work with and encourage local law enforcement to participate in Operation Drive Smart blitzes. Communicate cooperatively with local media to promote highway safety issues along the corridors

Things we do continued: Work with area school districts in promoting driver safety, bicycle safety, and pedestrian safety Work with the Aging Programs at KRADD to promote driver safety with the 55+ population Participate in highway safety events such as rollover simulator, impaired driving, and child passenger safety events Participate in other events such as local health fairs

Data Collection Record and update existing roadway inventory data on state maintained roads Collecting data: lane and shoulder width, medians, speed limit, and intersecting roadways 21 Counties: Kentucky River ADD (8), Big Sandy ADD (5), and Cumberland Valley ADD (8) Completed data for Leslie, Laurel, Knox, and Pike Counties
