ENTRANZE Policies to enforce the Transition to nearly zero energy buildings in the EU-27 Contract number: IEE/11/922/SI Project duration: 01 April 2012 – 30 September 2014 November 2014

2www.entranze.eu PROJECT SUMMARY Core mission:  Assist policy makers in developing integrated, effective and efficient policy packages to achieve a fast and strong penetration of nZEBs Impact:  Improving the evidence base for policy making  Increasing insight regarding the impact of different design options of policies supporting nZEBs  Increasing the effectiveness and efficiency of support polices for nZEBs

3www.entranze.eu BACKGROUND  EU Policy framework with EPBD-recast, RED and EED sets the scene for the improvement of energy performance of buildings in the Member States.  The current activities and ambition levels across Europe are very different in this field.  Many questions regarding an ambitious and effective implementation of this framework are open. Even more, there is the need for more insight into the optimum design of measures and first of all to close data gaps regarding the building stock.  The intelligent design of integrated policy packages will be crucial for achieving ambitious energy and CO 2 savings in the building sector. 3

4www.entranze.eu OBJECTIVES AND MAIN STEPS  Development of integrated, effective and efficient policy packages in close cooperation with policy makers for a fast and strong penetration of NZEB and RES-H/C in line with EPBD and RED  Elaboration of user friendly and target group oriented database on the building stock, heating and cooling systems and typology of building owners.  Cost/energy curves that allow identifying cost-optimal technology configurations of deep renovation activities  Quantitative assessment of existing policies and their impact on scenarios up to 2020 and 2030  Tailor-made policy recommendations for fostering the nZEB refurbishment of the existing building stock  Effective and comprehensive communication with policy makers and other stakeholders. 4
