3 1.All Parties, taking into account their CBD responsibilities and national circumstances should: (a)Prepare Inventories of GHG to be submitted to the COP (b)Prepare and implement Mitigation and adaptation measures (c)Promote and cooperate on Technology transfer matters (d)Promote sustainable development (e)Cooperate in preparing for adaptation and integrated planning Commitments under the UNFCCC

4 (f) Undertake Impact assessment (g)Promote and cooperate on Research and systematic observation (h)Exchange scientific, technological, technical, socio-economic and legal information (i)Promote and cooperate in education, training and public awareness (j)Communicate to the COP information on above elements in accordance with Article 12.1 of the Convention (national communications) Commitments under the UNFCCC

5 Guidelines for inclusion of adaptation issues in national communications (COP8 Decision 17/CP.8) Each Party shall … provide to the COP information on the general description of steps taken or envisaged towards formulating, implementing, publishing and regularly updating national and, where appropriate, regional programmes containing measures to facilitate adequate adaptation to climate change, … Non-Annex I Parties should provide information on their vulnerability to the adverse effects of climate change, and on adaptation measures being taken to meet specific needs and concerns arising from these adverse effects.

6 G uidelines for inclusion of adaptation issues in national communications Methodological approaches Non-Annex I Parties are encouraged to use, for the evaluation of adaptation strategies and measures, appropriate methodologies they consider better able to reflect their national situation, provided that these methodologies are consistent, transparent and well documented.

7 Guidelines for inclusion of Adaptation issues in National Communications Reporting the scope of their V&A, including vulnerable areas most critical (32) the description of approaches, methodologies, tools (scenarios and uncertainties) the vulnerability to impacts of, and adaptation to, climate change in key vulnerable areas — “ direct and indirect effects” allowing for an “integrated analysis” (34) the evaluation of strategies and measures for adapting in key areas of the “highest priority” (35) the policy framework such as NAPAs for LDC for developing and implementing adaptation strategies and measures (36)

8 Reporting Non-Annex I Parties may include information on opportunities for the implementation of adaptation measures, including pilot and/or demonstration adaptation projects being undertaken or proposed. Non-Annex I Parties may also provide information on barriers to the implementation of adaptation measures. Non-Annex I Parties may include, as appropriate, information on how support programmes from Parties included in Annex II to the Convention are meeting their specific needs and concerns relating to vulnerability and adaptation to climate change. 9 Gaps in the Reporting of Adaptation Measures and Response Strategies Examination of national communications indicate that: Little or no information on implementation measures were reported Information data that can be useful for national planning is limited Options were presented with no evaluation, prioritization and costing No clear indication of the methods and models used

10 General In general the secretariat plays a facilitative role for the Parties to:  undertake their commitments under Art 4 of the Convention and to implement decisions agreed upon at the Conference of the Parties (COP). For the developing country Parties, the secretariat facilitates the provision of financial and technical support relevant to the implementation of the Convention. 11 UNFCCC compendium of methods and tools to assess V&A being developed and contains: Frameworks/general approaches Multisectoral methods/tools Sectoral methods (5 sectors)  Focus on “most wanted” methodologies identified by Parties  Consistent with the User Manual and NAI guidelines  Based on additional/new sources of info: UN projects (UNEP/AIACC, UNDP/APF, NAPAs), UK, German, Netherlands DA, etc.  Not prescriptive UNFCCC secretariat support for National Communication Process
