Objectives To undertake further common calls To create European-wide processes for the development, evaluation, and monitoring of future large projects and related R&D To create a plan for the longer term sustainability of the activities and structures created by ASPERA beyond the end of EU funding. Other relevant joint activities and programmes in Europe e.g. synchronisation of national programmes

Astroparticle Physics for Europe ASPERA – 2 Workpackage 5 5. Task 2 Establish Programme Committee to advise funding agencies and proponents on scientific, technical, legal and financial issues related to future projects Builds on work in ASPERA – 1 on legal and financial barriers hindering pan-European cooperation and the ASPERA Roadmap Exact ToR and working to be discussed at workshop and agreed by collaboration early in project. Programme Committee will meet twice a year. Milestones - Programme Committee established by July 2010
Astroparticle Physics for Europe ASPERA – 2 Workpackage 5 6. Task 3 Will develop a plan to synchronise future national funding activities in AP (complements calls activity in 5.1). Based on work of 2.3 (networking existing institutions) will develop common statues (members rights and obligations, management structures etc) for the establishment and operation of future joint projects Based on work of 4.2 (updated roadmap) look at further possible common actions in areas such as computing, theory and training Working groups (to develop proposals) and then workshops Milestones - Action plan for synchronisation of national funding programmes December 2011
Astroparticle Physics for Europe ASPERA – 2 Workpackage 5 7. Task 4 Develop common standards for the management of projects supported under the joint programme. Builds on work in ASPERA -1 on common evaluation procedures. Produce project management guidebook setting out best practice (e.g. financial management and control, risk management, project scheduling) Project reporting and review arrangements to be developed for the oversight structures proposed in ASPERA-1 (and for national agencies). Will survey through interviews and questionnaires current best practice guidance in national funding agencies. Proposed guidance will be discussed by collaboration.
Astroparticle Physics for Europe ASPERA – 2 Workpackage 5 8. Task 5 Study the possible forms of a structure to sustain the ASPERA activities beyond EU funding. Several options to consider from MoU to international institution Will also look at relationships with CERN, ESO and ESA particularly in terms of providing support such as computing resources or the construction and operation of AP projects Meetings with agencies, international organisation and ApPEC. Meetings of WG to produce sustainability plan.

Risks For calls for R&D proposals – process may be perceived as too complex with high overhead; Consequent reluctance to participate in future calls; Failure to engage future project research teams in work of the Programme Committee; Failure to get agreement on the coordination and synchronisation of national funding of future European programmes; Failure to get agreement on common statutes for the joint establishment and operation of said programmes; Failure to get agreement on best practice for project management; Basing the long-term “ASPERA” network around a physical presence (rather than virtual) may be difficult to achieve.
Astroparticle Physics for Europe ASPERA – 2 Workpackage Potential impact What do we hope to achieve by the end of ASPERA-2? Developed and spread good practice in project management, accounting and reporting in Europe. Jointly funded design studies to develop the technologies and techniques required for future European AP projects. Maximised available investment for future European projects through coordination/synchronisation of national programmes (complements works in WP4) and working with the research community in developing those projects. Developed a framework for the sustainability of ASPERA beyond the end of current EU funding.
