Convention & Compromise

VA Plan Called for a two-house legislature. Number of representatives based on state’s size. Both Houses have equal number of representatives. Chief executive chosen by legislature and court system.

NJ Plan Called for a one-house legislature. Each states has equal number of representatives. Congress could tax and regulate trade.

Great Compromise Resolved VA and NJ Plans. Called for a two-house legislature. House of Representatives based on state’s population. Senate would have equal number of representatives for each state.

Three – Fifths Compromise Dealt with slavery. Counted slaves as 3/5 of a free person for taxation and representation in Congress.
