Representation in Congress Fought about how states would be represented (# of people per state in congress) Big States- (Virginia Plan)- multiple votes in Congress, based on population Little States –(New Jersey Plan) – 1 vote in Congress, no matter population

Slavery and Representation Whether or slaves count as population when determining Congressional votes Big States- South- Slaves should be counted as population (people) Little States – North- Should Not be counted as people
