Funding Strategy a discussion PARIS21 Donors meeting 3 June

We are the Partnership What does that mean? It means: We promote the use of good and reliable statistics in everything we do Because: The DDDs is a commitment for all of us

The Partnership is responsible It also means: All of us need to ensure funding of statistical capacity development is adequate –Countries themselves –Donors

The partnership is responsible Developing countries should perhaps allocate around 0.1 % of their GDP to statistics (OECD average). Donors should: Increase the level of their funding to statistical development (currently only 0.15% of all ODA) Ensure their funding is provided in a coordinated manner And: increase the proportion of their aid disbursed through programmatic approaches –E.g. by funding the Statistics for Results Facility (SRF) Catalytic Fund

The partnership is responsible The partnership through the board is responsible for mobilising funding for all partnership activities This requires the active and full participation of all partners. Reluctant key donors should be brought on board by the partnership..

Funding campaign The Secretariat with teh partnership will develop a funding campaign, which will include: –For the Secretariat and also NSDS implementation more broadly, and international stats programmes –A single campaign from Sept 2010 tot december 2011 –Clear results frame (log frame) of what is to be achieved: partnership and secretariat.

Campaign components (cont’d) Broadening the financing base beyond current donors, include the participation of private foundations Ensure in-house expertise in fund raising Develop fund raising database and materials Identify PARIS21 “champions” to support campaign

Next steps June- September: P21 prepares funding campaign strategy October 2010: launch of campaign April 2011: assessment of progress December 2011: end of the campaign

Discussion How do we hold each other to account for realising the Dakar Declaration and allocating resources for it? How should the campaign work? –What can we (the partnership) do? –What can the secretariat do –How do we bring other donors into the partnership? –Who are good PARIS21 “Champions”
