THE NEW TRANS-EUROPEAN TRANSPORT NETWORK A CORE NETWORK: BLUEPRINT FOR 2030

Transport – lifeblood of the economy Transport is fundamental to a strong economy Freight transport in Europe is expected to grow by 80% by 2050 Passenger transport to grow by more than 50% CO2 emissions endeavored to fall by 60 % Key: A vitally new infrastructure policy

TODAY Lacking connections between Member States Remaining technical barriers (railway gauge, electrification, control and command systems, traffic management) Too many gaps between transport modes (e.g.: only 20 major airports directly connected to the rail network and only 35 major ports well connected to land network) Almost ignored intelligent transport solutions across modes

TODAY Bottlenecks, missing links and inefficient capacity management as an obstacle to smooth traffic flows Remaining imbalances in infrastructure endowment and, consequently, in access to markets and prosperity Inadequate infrastructure connections with neighbouring and other third countries Lack of innovation, especially with a view to low carbon technologies

We need to do better The existing patchwork of priority projects will be replaced by a single European core network Core network corridors will effectively boost core network implementation The comprehensive network as “ground layer” to ensure accessibility and common standards

2030 – a European core network

Helping business and people move freely and smoothly.... The core network will link up 85 important economic centres and their airports, 138 sea and inland ports and 28 cross-border points with third countries Rail, road and inland waterway connections between these nodes will carry traffic flows of highest strategic importance High infrastructure standards, including ITS and innovative equipment, make the core network the pioneer for Europe’s transport infrastructure development

Streamlining core network implementation Core network implementation: in the centre of financial interventions through Union instruments « Corridors » as an instrument for coordinated core network implementation Identification of 10 corridors in the « Connecting Europe Facility » Innovative governance structures with « European coordinators » in a pivotal role Emphasis on efficient infrastructure use and coherent, demand-driven project implementation

Giving everyone easy access toTEN-T Gradually, the comprehensive network will enable citizens and businesses to gain access to this network within an hour Via the comprehensive network, strategic nodes and links of the core network will be reached conveniently By 2050, the network shall be finalized and feature high, homogeneous and innovative standards

Finding the money … billion Euros for the completion of the core network until billion Euros of this needed until 2020 Member States and other public and private entities as project promoters and main investors Europe to contribute 31,7 billion Euros grant money: Connecting Europe Facility (CEF)

Boosting investment with the CEF 31.7 billion, out of which 10 billion specifically for Cohesion countries 80 – 85 % for core network corridors, 3 horizontal priorities and other important cross-border sections 15 – 20 % for other projects of the core and comprehensive networks Innovative financial instruments Further 24 billion Euros under the Cohesion Fund

EU funding rates Up to 50% EU co-financing for studies For works up to 20% (e.g. exploratory works for a major tunnel) Increased co-financing for cross border projects for rail and waterway up to 40 %. ITS projects - co-financing up to 50% Up to 85% in Cohesion countries
