What is PHEP? The CDC, Division of State and Local Readiness (DSLR) administers the Public Health Emergency Preparedness (PHEP) Cooperative Agreement, which supports preparedness nationwide in state, local, tribal, and territorial public health departments. Goal: Effectively respond to the public health consequences of all hazards, including infectious diseases, natural disasters, and biological, chemical, nuclear, and radiological events. 2 2

What is HPP? The Department of Health and Human Services (HHS), Hospital Preparedness Program (HPP) provides leadership and funding through grants and cooperative agreements to States, territories, and eligible municipalities to improve surge capacity and enhance community and hospital preparedness for public health emergencies.

In a Nutshell Emergency Support Function (ESF) #8 Public Health and Medical Services includes: Epidemiology and Disease Surveillance Public Health Laboratory Testing Medical Materiel Management and Distribution Medical Countermeasures Behavioral Health Environmental Health Emergency Medical Services Volunteer Management, etc. Emergency Support Function (ESF) #6 Mass Care, Emergency Assistance, Housing and Human Services includes: Sheltering, Feeding, Emergency First Aid, etc. Collecting and Providing Information on Victims to Families 5 5

Partnerships/Collaboration Contracts in place with: Statewide Independent Living Council(SILC) Arizona Bridge to Independent Living (ABIL) Work with Developmental Disability Council and Disability Law

The Arizona Statewide Independent Living Council (AZSILC) is a cross disability organization whose mission is to promote equality, inclusion and choice for people with disabilities through collaboration and public policy change Improve the understanding of functional needs and how they impact disaster response, including relevant policies and procedures. Support the integration of functional needs and integral equipment and tools in disaster plans and planning.

ABIL's Mission: To offer & promote programs designed to empower people with disabilities to take personal responsibility so they may achieve or continue independent lifestyles within the community.

Improve the understanding of functional needs and how they impact Tribal Communities’ disaster response, including relevant policies and procedures. Support the integration of functional needs and integral equipment and tools in Tribal Community disaster plans and planning.

Emergency preparedness planning for persons with developmental disabilities and their families is not well established or integrated into neighborhoods, communities and counties in Arizona Agreement is to fund SILC, through their working relationship with ADHS, to carry out the tasks and deliverables outlined below. SILC will be working with and funding the Arizona Center for Disability Law (ACDL) and the Native American Disability Law Center (NADLC) to complete the tasks and deliverables

PROJECT GOAL: Properly train at least 110 of Northern Arizona’s developmentally disabled population in emergency preparedness utilizing a train-the-trainer model and ensure that emergency preparedness plans are firmly in place. This project will vitally equip persons with developmental disabilities and their families with the knowledge and skills to reduce the potential for injury and enhance the ability to avoid fatal outcomes.

Strategic Goal Assigned to ADHS GOAL 4 - Provide durable medical equipment (DME) and medical supplies needed by local shelters to support Functional Needs Populations throughout AZ OBJECTIVE – Establish deployable DME caches and medical supplies relative to the Functional Needs Population MEASURE – Caches will be available and ready for deployment

ACTION ITEMS Identify required inventory items of AFN cache GOAL 4 - Provide durable medical equipment (DME) and medical supplies needed by local shelters to support Functional Needs Populations throughout AZ Identify sources for cache/maintenance and replenishment Identify cache location/entity willing to manage and deploy Provide training and exercise on cache deployment
