2. ESF-8: Public Health and Medical Services NH DHHS is the responsible lead agency Responsibilities include: – Activate Incident Command Center (ICC) – Staff State Emergency Operations Center (SEOC) at HSEM – Establish liaison and coordinate operations with other ESF’s in the SEOC, including local health departments, health officers, human services/volunteer agencies – Coordinate with Federal authorities – Provide health and human services support to disaster victims: food stamps, foster care, elder care, WIC, children’s services – Coordinate public education – Provide disease/health surveillance, food/water safety, environmental sanitation

3. ESF-8: Public Health and Medical Services (con’t) – Epidemiological investigations – Inventory management for medical equipment and supplies – Behavioral health services: DBHRT – Hazmat support – Evacuation support including reception center activation, evacuee registration, decontamination (if necessary) and tracking – Hotline operations – Strategic National Stockpile (SNS) operations – Etc. NOTE: Partner/support agencies assist DHHS in carrying out these responsibilities

4. ESF #6 - Mass Care, Housing, and Human Services Newly revised ESF Formerly contained only Mass Care and Housing. The Homeland Security & Emergency Management was the lead State Agency with the American Red Cross listed as a lead support agency Additions: – Emergency assistance which includes the aid required by individuals, families, and their communities to ensure that immediate needs beyond the scope of traditional “mass care” services – Reunification of families – Support for mass care shelters: medical, functional needs, pets – including feeding – Coordination of donated goods & services and voluntary agencies

5. MEDICAL SUPPORT FOR SHELTERS Metropolitan Medical Response System (MMRS) – Provide “Strike Teams” of specially trained medical/health care professionals to provide treatment to, and examinations of, people in shelters – Make available necessary medical supplies e.g. oxygen, ventilators, medications to shelter residents – First real life activation was during the December Ice Storm: deployed to three special needs shelters in National Guard Armories in Concord, Portsmouth, Manchester which were being used as shelters Regional All Health Hazards Regions (AHHR) Medical Reserve Corps (MRC) staff

6. Regional teams of medical/health care/support professionals to provide treatment to, and examinations of, people in shelters, (and also Acute Care Centers, Neighborhood Emergency Help Centers) Activated in shelters in Derry during flooding and in Franconia during salmonella outbreak
