Promotion of Community initiatives and territorial pacts in Czech Republic - Real Partnership in Operational Programmes ? 2012, EP, Brussels

Partnership in Czech Republic 2 Period 2004 – 2006 Czech National development plan 5 Operational Programmes (JROP, OP Industry and Enterprise, OP Infrastructure, OP Human resources development, OP Rural development and multifunctional agriculture) - for 7 Cohesion Regions - JROP (Joint Regional Operational Programme): JROP, 3.3 – Increasing the Absorbtion Capacity in the regions - strategy for each region have been prepared together with the partners from the region – involve them to the preparation AND implementation phase – finaced 75% by the ESF

Partnership in Czech Republic 3 Procedure, JROP 3.3 MoRD established selection criterias for the regional budget per project (apx. 1 – EUR/region) All regions (13) participated In all regions partnerships were created - regional authorities, local municipalities, SMEs, NGOs, universities, …. In all regions partnerships actively worked on the topic – strategy for better absorbtion, implementing, monitoring, evaluating…

…but when the Operational Programme/ JROP was finished (2007) – and 3.3 too - these partnerships finished, too… …why ? No motivation for the strongest partner and applicant (public administration) to continue… …so,what to do ? Partnership in Czech Republic 4
