The Reconstruction Battle Begins ► Union troops and cannons destroyed most southern cities and economy ► President and Congress had to deal with Reconstruction  Rebuilding of the south after the Civil War  What conditions would the former Confederate states reenter the Union  Lincoln issued the Proclamation of Amnesty and Reconstruction ► called for amnesty, or pardons, to all southerners who took an oath of loyalty to the United States and accepted no slavery ► needed 10% from each state to organize new state gov’t

The Reconstruction Battle Begins ► Radical Republicans – led by Thaddeus Stevens and Charles Sumner, did not want to reconcile with the South ► RR had three goals  Prevent Confederate leaders from returning to power  Republican party to become powerful in South  Wanted AA to gain political freedom and ability to vote in the South. Proves to be very difficult.

The Reconstruction Battle Begins  Moderate Republicans thought Lincoln’s plan was too lenient on the South.  Moderates and Radicals come to a Compromise ► Wade-Davis Bill – Lincoln thinks it is bad. Pocket Veto

The Freedmen’s Bureau ► Thousands of freed AA, known as freedmen, followed Sherman on his march through Georgia and South Carolina. ► Became a refugee crisis ► Congress established the Freedmen’s bureau.  Fed and clothed former slaves using army supplies  Also, helped them get work and good pay

The Freedmen’s Bureau ► Bureau also created schools, teachers and created colleges ► Many freedmen served in the cavalry in the Southwest and were called “buffalo soldiers”.
