State Agency for Information Technology and Communications Re-thinking the European ICT agenda eEurope initiatives had good results, but: Although the broadband market is growing at significant rate the rural areas still remain isolated One drawback to further take up and development of e-Business seems to be the issue of confidence in e-Commerce and Business It is necessary to match the demand and supply side in e- Government e-Health is still a nice plan for the near future Internet access has grown but nevertheless is lagging behind for people who are home based and in rural areas Major weakness: IT applications provide for the automation of existing out-of-date business models, work organization and service provision

State Agency for Information Technology and Communications i2010 initiative Inclusive Information Society Innovation and Investment Information Space i2010 priorities Goals to create an open and competitive single market for information society and media services within the EU to increase EU investment in research on ICT by 80% to promote an inclusive European Information Society Making better use of ICT opportunities in order to create new business models and new types of jobs for better productivity performance and higher economic growth

State Agency for Information Technology and Communications Information space in Bulgaria Bulgaria has accepted the basic regulatory framework, which ensures the integrated approach towards the development of an Information Society: Telecommunications Law - fully harmonized with 2000 acquis and partially with 2002 acquis Transparent regulatory system – Significantly shortened terms and procedures for license issuing have been introduced – Decreased number of activities that require individual licenses New Telecommunication Law – fully harmonized with the 2002 acquis will be adopted in the beginning of 2006 Law on the Electronic Document and Electronic Signature Law on the Protection of Personal Data Convention on Cyber Crime

State Agency for Information Technology and Communications Inclusive Information Society - measures Development of the “Home PC” initiative through low- interest loans Supporting a “long life learning” initiative for increase in qualification and computer literacy (In EU countries 10,1% of the workforce raise their qualification, while in Bulgaria they are only 1,6%) Increase in the number of PIAPs, mostly in libraries Supporting the establishment of rich content through the introduction of new PPP models
