POLICE DEPARTMENT Background Citizen review boards have been utilized since 1994  Discipline Review Board (DRB)  Use of Force Board (UFB) Board Members are graduates from the Citizens’ Police Academy Board Members attend specialized training for each board Diverse citizens and employees are always utilized 2

POLICE DEPARTMENT Discipline Review Board At the completion of a personnel investigation, the chief has the option to convene a Discipline Review Board: The DRB:  Reviews all material in the investigation  Questions the involved employee  Questions the investigators  Discusses the case in privacy  Determines if a policy has been violated  Recommends discipline 3

POLICE DEPARTMENT Use of Force Board When a use of force occurs, a report is generated under the following circumstances: > Any use of force where the officer or suspect are injured > Any use of force involving a firearm, baton, modified carotid restraint, canine contact, chemical spray, TASER, or the use of hands or feet, that requires medical treatment. Even when medical treatment is refused. > Any use of force that is documented in a police report 6

POLICE DEPARTMENT Use of Force Board The use of force report is prepared by a sergeant, and reviewed by the employee’s chain of command, with recommendations made to the Chief of Police The Chief of Police makes the final decision as to whether or not the use of force was justified. 7

POLICE DEPARTMENT Use of Force Board If a use of force is justified, it is sent to the UFB to review training, tactics and equipment If the use of force is not justified, it is sent to internal affairs for investigation The UFB:  Reviews all material in the use of force report  Questions the involved employee  Discusses the case in privacy  Makes a recommendation to the chief related to training, tactics and/or equipment 8
