SPORT INDABA Resolutions adopted Sport Boundaries It is a Constitutional imperative that sports federations align their structures to correspond with the political boundaries as in the Constitution by the end of 2013. The process of alignment must be concluded within two years from the date of the National Sports Indaba, namely in November 2013. SASCOC must provide guidelines and continuous monitoring and support the process to ensure that the deadline is achieved. Sports federations must undertake a review of their statutes and make provision to accommodate the alignment of their boundaries with that of the geo-political boundaries. A detailed developmental plan must be provided to SASCOC working towards the two year deadline. Capacity, funding and momentum must be created by relevant role-players for the alignment process.

SASCOC PRESIDENT COUNCIL - 12/13 MAY 2012 MEMBERSHIP We note the challenge to ensure SASCOC members are properly constituted and governed. In this regard the membership regulations were revisited and it was resolved as follows: 1. The membership regulations document is accepted in principle; 2. The categorisation criteria should be clearly defined within the nine geopolitical boundaries of the republic and be made available to NFs; 3. SASCOC members will follow due process on dispute resolution within sport up to CAS level; 4. Any individual member that decides to take SASCOC to court without exhausting internal avenues, that member shall have his/ her membership terminated 5. The membership review process will commence on 01 July 2012 and end on 31 March 2013

SASCOC MEMBERSHIP REGULATIONS 3. CRITERIA FOR RECOGNITION 3.1 To be eligible for recognition, National Federation which control the development of and participation by South Africans in any sport, must meet the following criteria: (a) have a constitution in line with SASCOC Articles of Association and democratically elected structure(s) which operates in a transparent, accountable, and responsible manner. (b) must be properly constituted and operate on democratic principles; (c) demonstrate a sound level of management and financial accountability (d) must be structured in accordance to the geo-political government boundaries. (e) The organization must recognize the Articles of Association of SASCOC and Sport and Recreation Act, 2007, and SRSA

NSRP: Geo-political sports boundaries Strategic objective 26: To contribute to improved governance in sport through an alignment of the boundaries of provincial sports federations with geo-political boundaries. Performance indicator: · The number of NFs that have aligned the boundaries of their provincial sports federations with geo-political boundaries.

Sport Criteria conti’ Category 5 These are all multi-facets sport organizations which have cooperation agreements with the National Federations. Their existence will be determined by a category of a National Federation. They will also form part of the transformation and national plan agenda of the country as they cater for a specific target group as per their needs or disability. WAY FORWARD Urge SASCOC & NF’s to take the lead in the implementation of the demarcation policy as per NSRP; Western Cape Sport Confederation activate an office that monitors and report on progress or lack thereof ; The Western Cape Sport Confederation to initiate the demarcation process in the districts identified & assist in seeking affiliation where necessary; Through Western Cape Sport Confederation seek funds to assist the funding of the new structures, where necessary, To establish the sustainability of sport federations in certain municipal districts and recommend alternatives; Engage School Sport formations (code committees) to strengthen the newly establish Federations and Districts.
