Yesterday’s Vehicles on Tomorrow’s roads organisational FIVA Legislation Commission (LC) members in the report year were: Tiddo Bresters (Chairman), Carla Fiocchi (Italy, AAVS), Wolfgang Eckel (Austria, ÖMVV), Lars Genild (Denmark, Motorhistorisk Samråd) Adalberto Gueli (Italy, ASI), Peeter Henning (Belgium, BFOV), Johann König (Germany, ADAC), Georg Magnusson (Sweden, MHRF), Stan Minarik (Czech Republic, AVCC ACCR) and Bob Owen (Great Britain, FBHVC). The meeting report notes were mostly made up by Gian Mario Mollar (Secretary of ASI). Stefan Röhrig, head of the department of historic vehicles of the German Association of the Automotive Industry (VDA) is a co-opted member. The work of the LC is supported by Andrew Turner, Director of EPPA UK, who monitors developments within the EU and represents FIVA in contacts with the European Parliament, the European Commission and other relevant international bodies. Mr Turner is also responsible for editing the informative "EU issues update", providing relevant information on developments within the EU and how FIVA responds to them. In the course of 2014 this publication became monthly (before bi-monthly). All issues can be found on the FIVA Website. The LC met three times since its meeting during the FIVA annual meeting in Split / Croatia: on 25 and 26 January 2014, in Prague / Czech Republic, on 30 and 31 May in Vienna / Austria, and on 14 September 2014 in Brussels / Belgium. Most of the meetings were attended by FIVA’s president Patrick Rollet. The reports of these meetings are available on request.

Yesterday’s Vehicles on Tomorrow’s roads working method The legislation monitoring of the LC is oriented at 6 main policy fields, that are of interest for ownership and use of historic vehicles: 1. registration (incl. type approval), customs and taxes 2. safety regulations 3. environmental regulations 4. (availability of) resources (fuel, materials, parts) 5. licensing and administrative regulations 6. regulation for businesses specialized in historic vehicles Certain of these areas of interest are attributed to specific LC members. The LC mainly concentrates on EU-matters. This is because the legislation of the EU in the areas of road transport, road vehicles and environmental impact of road traffic is the fundament of the legislation in these fields in the currently 28 EU Member States. Apart from Estonia and Lithuania all other 26 EU member countries are represented in FIVA. Many other FIVA member countries, even outside Europe, closely follow the EU legislation. Therefore the work of the Commission on EU affairs is of interest for FIVA members outside the EU as well. The LC certainly doesn’t only deal with questions from FIVA-members who are directly represented in the Commission. However, as in previous years FIVA members only in a few cases approached the LC for specific legislation oriented issues in their.

Yesterday’s Vehicles on Tomorrow’s roads lobbying methods Important, long running EU issues (like road worthiness legislation and registration of imported vehicles) are being monitored continuously. This means: the LC has a permanent eye on developments via a choice of means: * the many information sources that the EU institutions have made available, * regular contacts with responsible EU-officials and politicians, and *by following what is being discussed in the European Parliament. The weekly information provided by the Brussels office of VDA is helpful as well, and so are the informal contacts via the networks of the “LC crew”. Lobbying actions at EU-level often need to be accompanied by parallel actions at national (Member State) level. Because the more the FIVA members in the various EU countries speak with the same voice, the better the chance that the input of FIVA has the desired effect. However, in the report year such parallel national initiatives were not necessary. Another way for getting FIVA’s voice heard is the participation in EU public consultations. Regularly the EU launches such consultations, on all the subjects the EU deals with. In the past 12 months however none of these consultations were of direct interest for the historic vehicle world, so FIVA did not participate in any of them.

Yesterday’s Vehicles on Tomorrow’s roads cooperation with the EP and external partners The Historic Vehicle Group of the European Parliament (EP) In the report year two meetings with this Group took place, on 16 October 2013 and on 5 March Between others, the following subjects have been discussed: -the EU Roadworthiness legislation proposals -REACH (the EU program for Registration, Evaluation, Authorisation and Restriction of Chemicals -FIVA’s Socio Economic Research Project The meeting of 5 March 2014 was the last before European Parliament elections in May this year. Some of the active members of the Group were not re-elected, like mr Malcolm Harbour (Great Britain), as he wasn’t a candidate anymore. The chair of the Group, mr Bernd Lange (Germany) and some other active members (like mr Wim van de Camp, Netherlands) were re-elected. The report of the meetings with the MEP HV Group, made up by mr Turner, are available on request. Contacts with FIA In October 2013 a meeting with the lobbyists of the FIA office in Brussels took place. FIA is not so active in lobbying for historic vehicles interests as FIVA is, but in some cases cooperation certainly san be useful. FIVA is also represented in FIA’s Historic Commission (by David Whale, and Tiddo Bresters as a deputy delegate); LC member Stan Minarik is a member of the FIA Commission as well. Parlamentarischer Kreis Automobiles Kulturgut (Germany) On 5 May 2014 Tiddo Bresters attended on behalf of FIVA a meeting of this Historic Vehicle “Round Table” of the German Parliament, and presented latest developments regarding the EU Roadworthiness Directive and FIVA’s Socio Economic Research. It was an inaugural meeting, as this was the first after the elections for German Parliament, at the end of 2013.

Yesterday’s Vehicles on Tomorrow’s roads socio economic research (1) Kick-off meeting on 20 January 2014 in Leiden / Netherlands Field research took place from 26 March (after kick-off at Techno Classica Essen) till 16 June A lot of work was done to stimulate the necessary initiatives at national level, like distribution of information to clubs, for all the 3 surveys (owners, businesses and clubs), and approach of national media On a weekly base updates of participation results were sent by Jos Theuns (responsible for business and club surveys) and me Some countries did very well most of the time, others had a good start but came to a standstill after some weeks, some had a slow start but a good sprint, response in quite some countries was disappointing At EU-level satisfactory response (according to GfK very good response!), at least for the owners survey: nearly complete surveys, with data on nearly historic passenger cars, nearly 5700 motor cycles, nearly 2900 scooters and mopeds, and nearly 3150 commercial vehicles (incl. tractors), so nearly historic vehicles in total and 7771 youngtimers (of which 6389 cars and 803 motorcycles), and an overall total of vehicles Good cooperation with GfK and Delft University Not all invoices received yet; the expectation is that the project stays within budget

Yesterday’s Vehicles on Tomorrow’s roads other LC activities past year  Satisfactory end of a long and tyresome lobbying process: the EU-roadworthiness package has been finalized, a Directive instead of a Regulation) - see all “EU issues updates” publications; for the the first time a historic vehicle defintition in EU law Paper has been produced by LC member Bob Owento for helping FIVA members in EU to monitor and if necessary influence the implementation of the new EU RWT Directive as decided by EU institutions earlier this year ; = work to do at national level LEZ toolkit has been produced by Andrew Turner, to support ANF’s in lobbying processes related to introduction or expansion of LEZ’s (Low Emission Zones); Paper on REACH has been produced (about EU objectives to prohibit or restrict the use of certain health-endangering chemicals in production or repair activities) Update of Legislation data-base (“annual survey”) has been started - ANF’s will be asked to check the data provided earlier by them and refresh them
