3 DISPA meeting, Prague National program for training – let’s begin 2005 - contact with colleagues from institutions that have participated in preparations to their Presidency – Finland, France, Austria, Sweden, Great Britain… budget proposal mapping the field of possible Presidency training activities preparing of training program for Czech civil servants who will be involved in forthcoming Czech Presidency of the Council of the EU – with Czech Ministry of Foreign Affaires National program for training

4 DISPA meeting, Prague National program for training approved by Czech government on 11 January 2006 defines categories of civil servants involved in Czech presidency and their training program : The Institute of State Administration was responsible for preparation and coordination of 1 - Central register 2 - Specialized language courses3 - Courses on EU affairs and the presidency The Ministries and Central State Administrations were responsible for- General language courses leading to a completion of standardised language examinations - Specialized training in the issues of the relevant fields

5 DISPA meeting, Prague 1)Central register Database of people who are involved in the Presidency and who are to attend the courses Each Ministry and Central State Administration has nominated a person responsible for updating and maintenance of entries and information about their employees Record and overview of completed courses and language examinations for each employee + her/his category, e-mail address National program for training

7 DISPA meeting, Prague National program for training language requirements on civil servants according to the CEFR (after revision) : Category 1 – English on C1/C2, French on A1/A2 Category 2, 3 – English on C1/C2 Category 4 – English or French on B1/B2 or exceptionally A1/A2 every administration could decide if a certain level of French is needed for certain civil servants and add it to their language requirements

10 DISPA meeting, Prague 3) EU Affaires and Presidency The outlines for courses in this part were prepared on the basis of the National Program and consultations with the Czech Ministry of Foreign Affairs, Permanent Representation of Czech Republic in Brussels and foreign Institutes. Outlines were approved by the Czech Government on 30 August 2006. The courses are delivered by a supplier who succeeded the public procurement. National program for training

13 DISPA meeting, Prague Managerial skills for Chairs Media Communication Intercultural Communication Lobbying Protocol Training on EU legislation Seminars on current EU issues Seminars with representatives of the General Secretariat of the Council and with former Chairs of working groups and colleagues working in the Permanent Representation of Czech republic in Brussels Visits to Brussels and internships for future Chairs prior to the Presidency was arranged by the departments themselves and also by Institute of Public Administration National program for training Other seminars
