Federal Aviation Administration 4 Flight Instructor Special Emphasis Program May 26, 2010 FLIGHT INSTRUCTOR SPECIAL EMPHASIS PROGRAM The North Florida FSDO has oversight responsibility for the largest volume of flight training and pilot certification activity within the purview of the Federal Aviation Administration

Federal Aviation Administration 5 Flight Instructor Special Emphasis Program May 26, 2010 FLIGHT INSTRUCTOR SPECIAL EMPHASIS PROGRAM “Line Up and Wait” Training Now Available On Sept. 30, 2010, the familiar ATC instruction “taxi in position and hold” will become history. Instead, expect to hear “line up and wait” when ATC issues instruction for a pilot to taxi onto a departure runway and wait for takeoff clearance.

Federal Aviation Administration 6 Flight Instructor Special Emphasis Program May 26, 2010 FLIGHT INSTRUCTOR SPECIAL EMPHASIS PROGRAM “Runway Clearances” Training Now Available Another procedure change that occurred on June 30, 2010, requires ATC to issue an explicit clearance to aircraft crossing any runway (active, inactive, and closed).

Federal Aviation Administration 7 Flight Instructor Special Emphasis Program May 26, 2010 FLIGHT INSTRUCTOR SPECIAL EMPHASIS PROGRAM “Military Activity” Penetrations of active restricted areas are on the rise - costing the military valuable time and resources when their operations must be suspended for a wayward aircraft.

Federal Aviation Administration 8 Flight Instructor Special Emphasis Program May 26, 2010 FLIGHT INSTRUCTOR SPECIAL EMPHASIS PROGRAM “WINGS – New Phase” The WINGS now includes specific recognition for those sea-rated pilots who complete a Phase of WINGS in a seaplane or amphibian. "significant premium discounts" to members of the Seaplane Pilots Association who complete a Phase of WINGS in a seaplane.

Federal Aviation Administration 12 Flight Instructor Special Emphasis Program May 26, 2010 FLIGHT INSTRUCTOR SPECIAL EMPHASIS PROGRAM In response to a high number of aircraft accidents and incidents involving flight training aircraft, the Orlando FSDO along with the FAA Safety Program Managers initiated the first Flight Instructor Special Emphasis Program on September 1, This program has evolved into one of the most important activities conducted by the FAA Safety Team or FAASTeam in the North Florida FSDO area of responsibility. This has become a model for similar CFI programs across the country.
