The County Administrative Board of Skåne - our objectives and responsibilities The County Administrative Board of Skåne (CAB) represents the Swedish central government in Skåne County. The CAB ensures that decisions made by Government and Parliament are implemented. It is also our task to follow up on conditions within the county and keep the central government informed of Skåne County’s needs and requirements. The CAB coordinates the interests of the central government in Skåne and is involved in an on-going dialogue with other central government authorities, municipalities, the Region Skåne (which is the equivalent of the county councils in other Swedish counties) and other interested parties. We supervise municipal services and activities.

The Swedish crisis management system A new system since 1 July 2002 Background: Shift from preparedness for war to preparedness for peacetime crises.

-The Swedish crisis management system Guiding principles The principle of responsibility The principle of responsibility means that whoever is responsible for an activity in normal conditions should assume corresponding responsibility in crisis or war situations. The principle of parity The principle of parity means that during a crisis or war authorities should as much as possible be organized and located as in peacetime. The principle of proximity The principle of proximity means that crises should be dealt with at the lowest possible level.

Only when the local level can’t manage the crisis, the regional and national level support the municipalities.

County administrative board Responsibilities in crisis situations  The county administrative board is responsible for the emergency service in case of emissions of radioactive substances from nuclear energy establishments.  The relevant county administrative board may assume responsibility for municipal fire and rescue service if extensive effort is demanded.  The county administrative board has several tasks in case of spreading of infectious animal disease.  Geographic area responsibility.

County administrative board 3 tasks concerning risk and vulnerability assessment  Promote and support the municipalities in their work with risk and vulnerability analysis. (due to geographic area responsibility)  Regional risk and vulnerability analysis for the county. (due to geographic area responsibility)  Risk and vulnerability analysis to assess the crisis management capacity of the county administrative board. (due to the ordinance about measures for peacetime crisis management and high alert)

Definitions Risk analysis and Vulnerability analysis Risk analysis Focus on probability and consequences. Answers the questions: 1.What can happen? 2.What is the probability of the event? 3.Which are the possible consequences? Vulnerability analysis Focus on vulnerability – how big and how serious the effect is on a given system if it is exposed to a negative event. The extent of the vulnerability is affected by the capacity of the system to foresee, manage, withstand and recover from the event. That is – the vulnerability analysis assess the crisis management capacity of the system.
