“Public-Private Health Forum guiding the way forward for partnerships to improve health in Tanzania” Dr. Adeline Kimambo Co-Chair PPHF Executive Board

A coordinated Response to the Tanzania Private Sector Assessment MOHSW through the PPP TWG commissioned a Private Health Sector Assessment (PSA) in 2012 Main recommendation of the PSA was to elevate the public-private dialogue for health in Tanzania PPP TWG coordinated several activities over nine- months towards establishing a broad and inclusive Public-Private policy dialogue health forum First meeting of the Public-Private Health Forum (PPHF) Executive Board held September 2013 PPHF was officially launched April 2014 by Hon. Minister of Health & Social Welfare

Vision Public and private health stakeholders working together as a team to ensure access to affordable, quality and sustainable healthcare for all Tanzanians Mission A public-private initiative bringing together all stakeholders in health to promote understanding of the private sector role, leverage private contribution in the health system and build partnerships in health. 3

Forum: The Forum is an inclusive, participatory mechanism in which a diverse range of stakeholder groups – both in the public and private sectors – with a vested interest in the Tanzanian health sector come together each year to share experiences, identify issues and jointly propose solutions to improve health for all Tanzanians. Purpose The Public-Private Health Forum in Tanzania is committed to strengthening health delivery through full participation of private-for-profit and private-not-for-profit organizations to attain Tanzania’s health goals. 4

The Public Private Health Forum Structure The Public-Private Health Forum in Tanzania is comprised of three parts

11 PPP Organisational Framework – Linking central, regional and district levels Finance Unit (Ministry of Finance) Coordination Unit (Tanzania Investment Centre) Health and Social Welfare Sector Private Health SectorPublic Health Sector Public-Private Health Forum National Representatives of: FBO, Professional Associations’, Private Health Insurance, Private Health Companies, NGO, CSO, and all others MOHSW PPP Office PMO-RALG PPP Office Health Insurance Funds SWAp/ PPP TWG Regional Representatives of Private Regional PPP Health Forum PPP Regional Authorities Counci l Representatives of Private Council PPP Health Forum PPP LGA Authorities Ward/ Village Community/ NGO All other Private Community PPP Health Forum PPP Ward/Village Authorities

Major Challenge is getting the PPHF Resource Centre Operational What we have: Offer of office accommodation from APHFTA Some finances for logistical support from GIZ Offer of financial contributions from private members to support office costs What we need:  Support to engage a full-time Administrator  Resources to finance the planned activities  Short/long term technical assistance

Parting Thoughts The Tanzanian private health sector …..  Is diverse and is involved in all elements of the health system  Owns and operates an important number of health infrastructure and employs an important number of healthcare professionals throughout mainland Tanzania  Present challenges (concentrated in urban areas, variable quality, inadequate self-regulation, etc.)  Remains an untapped yet important resource The time is right to strengthen engagement with the private sector through Public Private Partnerships

Thank you
